Special Meeting April 14, 2015 6:00 p.m.  CALL TO ORDER  ROLL CALL  PLEDGE OF ALLEGIANCE  OUTGOING COUNCILMEMBER COMMENTS  OATHS OF OFFICE - Newly Elected Mayor And Councilmembers District 2 Councilmember Martinez, District 4 Councilmember Stephens, District 6 Councilmember Horak, and Mayor Troxell will take their oaths of office at this time.  NEWLY ELECTED COUNCILMEMBERS WILL BE SEATED  AGENDA REVIEW: CITY MANAGER  City Manager Review of Agenda. City of Fort Collins Page 2  CITIZEN PARTICIPATION Individuals may comment regarding items scheduled on the Consent Calendar and items not specifically scheduled on the agenda. Comments regarding land use projects for which a development application has been filed should be submitted in the development review process** and not to the Council.  Those who wish to speak are asked to sign in at the table in the lobby (for recordkeeping purposes).  All speakers will be asked by the presiding officer to identify themselves by raising their hand, and then will be asked to move to one of the two lines of speakers (or to a seat nearby, for those who are not able to stand while waiting).  The presiding officer will determine and announce the length of time allowed for each speaker.  Each speaker will be asked to state his or her name and general address for the record, and to keep comments brief. Any written comments or materials intended for the Council should be provided to the City Clerk.  A timer will buzz once and the timer light will turn yellow to indicate that 30 seconds of speaking time remain, and will buzz again and turn red when a speaker’s time to speak has ended. [**For questions about the development review process or the status of any particular development, citizens should consult the Development Review Center page on the City’s website at fcgov.com/developmentreview, or contact the Development Review Center at 221-6750.]  CITIZEN PARTICIPATION FOLLOW-UP  COUNCILMEMBER REPORTS Discussion Items The method of debate for discussion items is as follows: ● Mayor introduces the item number, and subject; asks if formal presentation will be made by staff ● Staff presentation (optional) ● Mayor requests citizen comment on the item (five minute limit for each citizen) ● Council questions of staff on the item ● Council motion on the item ● Council discussion ● Final Council comments ● Council vote on the item Note: Time limits for individual agenda items may be revised, at the discretion of the Mayor, to ensure all citizens have an opportunity to speak. Election Of Mayor Pro Tem (2 Year Term) The Charter provides that the Council shall elect a Mayor Pro Tem who shall act as Mayor during the absence or disability of the Mayor.  OTHER BUSINESS  ADJOURNMENT A RECEPTION WILL BE HELD IN THE COUNCIL INFORMATION CENTER (CIC) FOLLOWING THE SPECIAL COUNCIL MEETING - 1 - RESOLUTION 2015-040 OF THE COUNCIL OF THE CITY OF FORT COLLINS EXPRESSING GRATITUDE AND APPRECIATION TO LISA POPPAW FOR HER CONTRIBUTIONS TO THE COMMUNITY AS A COUNCILMEMBER WHEREAS, Lisa Poppaw was elected as a City Councilmember on April 3, 2007, took office on April 10, 2007, was reelected on April 5, 2011, and has served two full terms on City Council through April 14, 2015; and WHEREAS, Councilmember Poppaw has served as the Council liaison to the Affordable Housing Board, Art in Public Places Board, Community Development Block Grant Commission, Electric Board, Golf Board, Human Relations Commission, Planning & Zoning Board, Senior Advisory Board, and Youth Advisory Board; and WHEREAS, during her tenure Councilmember Poppaw has also served as a member of the Ethics Review Board, Housing Authority Board, Legislative Review Committee, Public Safety Planning and Funding Committee, Poudre Fire Authority Board of Directors, Poudre School District Liaison Committee; and WHEREAS, Councilmember Poppaw has represented the City on the Library Trustee Selection Committee; the Colorado Municipal League Policy Committee; and WHEREAS, Councilmember Poppaw has shown great passion and commitment to the residents of Fort Collins through her efforts to maintain the open space program, provide programs for a safe community, promote social sustainability and heightening the awareness of the importance of the triple bottom line, Social, Environmental and Economic impact in policy making decisions. NOW, THEREFORE, BE IT RESOLVED BY THE COUNCIL OF THE CITY OF FORT COLLINS that the City expresses its sincere appreciation and gratitude to Lisa Poppaw for her service and contributions to the community as District 2 Councilmember. Passed and adopted at a special meeting of the City Council held the 14th day of April, A.D. 2015. ____________________________________ Mayor ATTEST: __________________________ City Clerk - 1 - RESOLUTION 2015-041 OF THE COUNCIL OF THE CITY OF FORT COLLINS EXPRESSING GRATITUDE AND APPRECIATION TO WADE TROXELL FOR HIS CONTRIBUTIONS TO THE COMMUNITY AS A COUNCILMEMBER WHEREAS, Councilmember Wade Troxell was elected to the City Council for District 4 on April 3, 2007, took office on April 10, 2007, was reelected on April 5, 2011, and has served two full terms on City Council through April 14, 2015; and WHEREAS, Wade Troxell has served as the Council liaison to the Cultural Resources Board, Economic Advisory Commission, Electric Board, Landmark Preservation Commission, Natural Resources Advisory Board, Transportation Board, Water Board, Women’s Commission; and WHEREAS, during his tenure Wade Troxell envisioned and established the Futures Committee; and WHEREAS, during his tenure Wade Troxell has also served as a member and chaired the Futures Committee, and the Legislative Review Committee; and WHEREAS, Wade Troxell has represented the City on the Colorado State University Liaison Committee, Colorado Municipal League (CML) Policy Committee, the I-25 Corridor Policy Committee, North Front Range Metropolitan Planning Organization, Poudre School District Liaison Committee; and WHEREAS, Wade Troxell has been named University Communities Council Vice Chair for the National League of Cities; and WHEREAS, Wade Troxell has shown great passion for civic leadership looking towards future generations living in our community; and WHEREAS, Wade Troxell has shown great commitment to the residents of Fort Collins as a lifelong resident through his efforts to foster innovation and a thriving economy, encourage excellence in City government through budgeting for outcomes, prioritization and dashboard metrics, advocate for partnerships and collaboration, embrace quality neighborhoods; and promote environmental health, NOW, THEREFORE, BE IT RESOLVED BY THE COUNCIL OF THE CITY OF FORT COLLINS that the City expresses its sincere appreciation and gratitude to Wade Troxell for his service and contributions to the community as Councilmember. Packet Pg. 4 - 2 - Passed and adopted at a special meeting of the City Council held the 14th day of April, A.D. 2015. ____________________________________ Councilmember ATTEST: __________________________ City Clerk Packet Pg. 5 - 1 - RESOLUTION 2015-042 OF THE COUNCIL OF THE CITY OF FORT COLLINS EXPRESSING GRATITUDE AND APPRECIATION TO KAREN WEITKUNAT FOR HER CONTRIBUTIONS TO THE COMMUNITY AS MAYOR WHEREAS, Karen Weitkunat was elected as Mayor on April 5, 2011, took office on April 12, 2011, was reelected on April 2, 2013, and has served two full terms as Mayor through April 14, 2015; and WHEREAS, Mayor Weitkunat has served as the Council liaison to the Building Review Board, Economic Advisory Commission, Human Relations Commission, Planning & Zoning Board, and Youth Advisory Board; and WHEREAS, during her tenure Mayor Weitkunat has also served as a member of the Airport Steering Committee, Downtown Development Authority, City Attorney Recruitment Council Subcommittee, Ethics Review Board, Finance Committee, Public Safety Planning and Funding Committee, Poudre Fire Authority Board of Directors, Poudre School District Liaison Committee; and WHEREAS, Mayor Weitkunat has represented the City on the Colorado Local Resiliency Project Working Group, Colorado Municipal League Executive Board of Directors, Disaster Council, Forfeited Property Disposition Committee, Library Trustee Selection Committee, the Northern Colorado Airport Commission Selection Committee, Northern Colorado Highway 287 Corridor Coalition, the Platte River Power Authority, the Stadium Community Design Development Committee; and WHEREAS, Mayor Weitkunat served on President Obama's Climate Preparedness & Resiliency Task Force; and WHEREAS, Mayor Weitkunat supported the establishment of a Friendship City Partnership program and travelled to San Cristobal de las Casas to solidify the partnership and the relationships; and WHEREAS, Mayor Weitkunat has shown great passion and commitment to the residents of Fort Collins through her efforts to foster economic health, healthy sustainable development, fiscally responsible governance, conservation and human rights, NOW, THEREFORE, BE IT RESOLVED BY THE COUNCIL OF THE CITY OF FORT COLLINS that the City expresses its sincere appreciation and gratitude to Karen Weitkunat for her service and contributions to the community as Mayor.
