Resolution 2015-022 Appointing an Ad Hoc City Council Committee to Study Alternatives for Time-of-Use
Electric Rates and Related Programs.
EXECUTIVE SUMMARY
The purpose of this item is to establish an ad hoc City Council committee to study and make recommendations
to the Council by the end of March 2015. This will allow Electric Utility staff to share advantages and
disadvantages of different approaches and programs and gain input needed in order to prepare proposed
Code changes for Council consideration in the coming months. Discussions will be around implementing a
time-of-use pilot study, how to set a monthly fixed charge as part of a time-of-use rate, and potential low-
income rate structures.

Staff recommends adoption of the Resolution.
BACKGROUND / DISCUSSION
City staff discussed time-of-use rates with Council at the work session on May 13, 2014, and again at the work
session on January 27, 2015. Council has expressed an interest in considering time-of-use rates for residential
customers. In order to facilitate further detailed study of the alternatives for time-of-use rates, Council desires
to form and appoint an ad hoc City Council committee to study and make recommendations to the Council by
the end of March 2015. This will allow Electric Utility staff to share advantages and disadvantages of different
approaches and program options available to the City, and gain input needed in order for staff to prepare
proposed Code changes for Council consideration in the coming months. Discussions will be around how to
structure and implement a time-of-use pilot study, how to set a monthly fixed charge as part of a time-of-use
rate, and potential low-income rate structures.

OF THE COUNCIL OF THE CITY OF FORT COLLINS
APPOINTING AN AD HOC CITY COUNCIL COMMITTEE
TO STUDY ALTERNATIVES FOR TIME-OF-USE ELECTRIC RATES
AND RELATED PROGRAMS
WHEREAS, Council has expressed an interest in considering time-of-use rates for
possible use in the City’s electric system; and
WHEREAS, Council discussed time-of-use rates at its May 13, 2014, work session, and
since that time staff has developed information necessary to evaluate possible alternatives and
programs related to such rates; and
WHEREAS, Council again discussed time-of-use rates at its January 27, 2015, work
session, and further development of the options that are available to the City, including analysis
for the advantages and disadvantages of different approaches and programs, is needed in order
for staff to prepare proposed Code changes for Council consideration in the coming months; and
WHEREAS, included among the key questions under consideration are whether and how
to structure and implement a time-of-use pilot study, how to set a monthly fixed charge as part of
a time-of-use rate, and how to structure a time-of-use rate for low-income customers; and
WHEREAS, in order to facilitate further detailed study of the alternatives for time of use
rates and programs for electric service, Council desires to form and appoint an ad hoc City
Council committee to study and make recommendations to the Council by the end of March
2015.
NOW, THEREFORE, BE IT RESOLVED BY THE COUNCIL OF THE CITY OF
FORT COLLINS that the City Council hereby appoints Councilmembers ________________
and _________________ to an ad hoc committee to review the structure and objectives of a pilot
study and alternatives for time-of-use electric rates and related programs, and to make a
recommendation to the City Council before the end of March 2015.
Passed and adopted at a regular meeting of the Council of the City of Fort Collins this 3rd
day of February, A.D. 2015.
