EXECUTIVE SUMMARY The purpose of this resolution is for the Council Committee to identify its preferred option regarding the search firm to be chosen by the City Council and for the City Council to authorize the Purchasing Agent to enter into a professional services agreement with that search firm. STAFF RECOMMENDATION Staff recommends adoption of the Resolution. BACKGROUND / DISCUSSION Resolution 2014-076 created the Council Committee to make recommendations to the City Council regarding matters related to the City Attorney recruitment and selection. Pursuant to this Resolution, the Committee screened search firm candidates to make a recommendation to the City Council. To aid the Committee in its efforts to make a recommendation to the City Council, a Request for Proposal (RFP) was initiated following the City’s Purchasing process. Five qualified search firms responded to the RFP. The Committee reviewed the five proposals and narrowed the pool to three firms based on assessments of the written proposals and established criteria. The three finalists were interviewed by the Council Committee utilizing a consistent set of questions. The Committee then evaluated the finalists based on the established assessment criteria. The Council Committee ranked Slavin Management as the best qualified firm for the recruitment and selection of a City Attorney. Key considerations included:  Respected principal with more than 30 years municipal recruiting experience. Comprehensive Colorado network to support candidate outreach.  Demonstrated appreciation for the City’s unique environment and solid understanding of the community’s culture. Most likely to identify qualified candidates who will be an excellent “fit” with the City.  Strong understanding of the City Attorney’s role and demonstrated knowledge of the recruiting environment for Colorado and City Attorneys.  Committed to achieve the timeline without compromising the breadth and quality of qualified candidates. Agenda Item 14 Item # 14 Page 2  Competitive fee which will not exceed $25,000 and commitment to work until a qualified candidate is selected and accepts employment. Includes a two-year guarantee if the position is vacated, for any reason. As the highest ranking firm, Slavin Management Consultants is recommended as the executive search firm to manage the City Attorney recruitment and selection process. FINANCIAL / ECONOMIC IMPACTS The cost to engage Slavin Management Consultants is firm and is fixed at $16,110 plus reasonable expenses for a total estimated project cost of $24,970.50. - 1 - RESOLUTION 2014-091 AUTHORIZING THE PURCHASING AGENT TO ENTER INTO A PROFESSIONAL SERVICES AGREEMENT WITH A SEARCH FIRM TO PARTICIPATE IN THE RECRUITMENT AND SELECTION OF A CITY ATTORNEY WHEREAS, on August 19, 2014, the City Council adopted Resolution 2014-076 appointing a Council Committee to screen search firm candidates and make recommendations to the City Council regarding the search firm to be chosen and other matters related to the city attorney recruitment and selection process; and WHEREAS, the Purchasing department issued a request for proposals from search firms for the performance of these professional services; and WHEREAS, five proposals were received and reviewed by City staff and the Council Committee; and WHEREAS, in compliance with the City’s purchasing policies, interviews took place with three search firms on September 16, 2014, and each firm was evaluated by the members of the interview panel, which included members of the Council Committee; and WHEREAS, each of the members of the Committee expressed his or her preference for Slavin Management as the best qualified firm for recruitment and selection of a city attorney. NOW, THEREFORE, BE IT RESOLVED BY THE COUNCIL OF THE CITY OF FORT COLLINS that the Purchasing Agent is hereby authorized to enter into a professional services agreement for search services with Slavin Management and such services will be performed at a cost not to exceed TWENTY-FIVE THOUSAND DOLLARS ($25,000).
