EXECUTIVE SUMMARY The purpose of this item is to appoint individuals to fill vacancies that currently exist on various boards, commissions, and authorities due to resignations of board members and vacancies to be created upon the expiration of terms of current members. Applications were solicited from October through December. Council teams interviewed applicants in January. This Resolution appoints individuals to fill current vacancies and expiring terms. STAFF RECOMMENDATION Staff recommends adoption of the Resolution. BACKGROUND / DISCUSSION This Resolution makes 10 appointments to 5 boards and commissions to fill expired terms to begin immediately on January 17, 2017. Briefly explain what you believe are the three most important issues facing this board or commission, and how do you believe this board or commission should address each issue? 1) I am troubled by the recent backlash against Police Officers in the national news. I know that Police Officers are hard working individuals who risk their lives day after day to protect the laws and rights of our citizens. I believe that each incident needs to be assessed on a case by case basis. I would help to analyze the facts of the case and give an unbiased opinion. 2) I believe that Police Officers should be held to a high standard and that this high standard should be communicated to the residents of the City of Fort Collins so that they trust the system. 3) I think that the Citizen Review Board should explain their process in a transparent manner to the public to help foster trust with the Board and the City at large. I also hold Briefly explain what you believe are the three most important issues facing this board or commission, and how do you believe this board or commission should address each issue? 1) Not so much of an issue but an important topic is how to maintain and increase economic vibrancy in the city. The pace of economic system change is increasing and in order to keep up and grow the economy, the city need to promote policies and process that encourage innovation based economy. Concepts such as using the city as a laboratory is very important. EAC can take a role to suggest ways the city can more easily participate in programs with partners to the counsel. 2) Developing new and innovative funding process to keep up with the growth of the city is critical in order to maintain what makes Fort Collins great today. EAC can provide a white paper to the counsel that contains diverse opinions of the residents in a concise written form so that issues can be clarified so that they can be tackled. 3) Creating a sustainable revenue structure for the city not only to respond to the growth, which is largely not controlled by the city, but be able to anticipate the growth and the future needs would be important. In addition, expense side should also consider optimizing the leverage of outside, new, unique financing structure. EAC can support city's efforts in these financial areas by providing ideas, suggesting and providing opinions to various city staff/departments. The economy has become significantly more diversified since the 1990s. This trend needs to continue into the future because more diverse economies are more resilient. City policies should not inadvertently work against this diversity. The board has a responsibility to review proposals with this goal in mind. 2) The use of economic incentives, such as TIF. Our city is currently growing at a fast rate; therefore, we must re-examine the need for business incentives. Criteria for receiving incentives should be strict and should reflect the desire of the citizens to live in a quality community. Incentives for redevelopment should occur only when redevelopment costs are such a significant barrier that redevelopment will not occur without the incentive. Those incentives should also include significant benefits to the public since they are footing the bill. 3) The downtown area. Our downtown area is experiencing a number of issues , e.g.,transient and substance use issues, high rents and congestion. Downtown is an important part of our city's identity. We must work to preserve and improve its positive aspects while minimizing the negatives. The board can provide input into the Downtown plans and policies that come before our board. Over the past 4 years, Fort Collins has become a place I am proud to call home. I am looking for a way to give back to the community in a way that best utilizes my abilities. I understand the intricacies of large organizational budgeting and enjoy the challenge of tackling Briefly explain what you believe are the three most important issues facing this board or commission, and how do you believe this board or commission should address each issue? 1) Affordable housing is one of the major issues facing Fort Collins. The median home price is around $340k, which is high compared to the National average, and requires homeowners to be making roughly $70k a year. Fort Collins is experiencing wage and job growth; however, this is often not enough for many residents to afford homes or rent without sacrificing other needs. The board should look into various ways to increase the supply of homes and rental options, incentivise affordable home and rental construction, and provide job training to help lower income residents to increase their earnings. 2) Infrastructure maintenance and development is another issue facing the city. We have been doing a good job of maintaining our roads but certain buildings such as schools and other facilities need updates. We also have a need for more infrastructure development to support our growing population and economy, so that we are not limiting our potential for sustainable growth. The city also needs to continue its work on public transportation and alternative transportation, so that we can continue to grow in areas that are constrained. 3) Sustainable growth is an issue for any economy that is growing rapidly. We have to understand what people value in Fort Collins and work to protect it. We have to balance that with the need to support the growing population and economy. We need to study what industries will provide prosperity in the long run and which industries are here to make a short term profit. Protecting our natural areas, studying industries, and building/maintaining our infrastructures is the first step in understanding how to manage our growth in a sustainable manner. This is likely also a factor in jobless/homeless issues. Moving forward it is an important factor to include in city planning, resources and addressing future planning to find way to include affected residents in the workforce and the community. 2) Safety: With the current political climate as well as the goals of attracting a wide variety of students at Colorado State University, it is important for all residents of this community to feel safe. With education and outreach efforts, more acceptance of differences as well as a welcoming spirit for new residents is a likely goal to move toward. 3) Disabilities: Making sure that Fort Collins is accessible to those with disabilities. I would like to apply this skill to this board as well. Additionally, this position has provided me an increased understanding of community issues and an increased desire to help fix them. Working at Land Title Guarantee Company taught me what it means to behave professionally as well as an understanding of legal documents. Recent and/or relevant volunteer experience (please include dates) During my time at Regis Jesuit High School I completed over 200 hours of community service. In spring 2015 I spent two weeks at a retirement home for mentally and physically disabled adults and in 2014 assisted teachers in classroom activities at a marginalized elementary school. Working at the elementary school taught me to try to be a good role model for the kids to show that they can be anything they want if they work hard enough. As a member of ASCSU, I have gotten a much better understanding of the large problem that parking on campus is, and it has sparked my interest in the subject as a whole. There is not enough on-campus parking, forcing students to look elsewhere, primarily the surrounding neighborhoods. This creates a large issue for the residents that live around the university as they have no parking in front of their houses. This has been addressed by creating two hour and permit parking zones, but this forces student cars to the remaining neighborhoods that haven't transitioned yet, crowding them even more than they have been in the past. 2) Another issue facing this board is finding room in old town to be able to park. As news of the charm Fort Collins has spreads across the country, more and more people come here and they are drawn to Old Town to walk around and enjoy everything we have to offer. To accommodate for the influx of residents, we need to address the lack of parking on College Ave. in old town. These spots are a very hot commodity and once someone has one they can stay all day walking the street. Setting a limit on the amount of time people can use these spots would increase turnover, inviting more people to it. 3) A third issue facing the board is the parking we will be facing as a city during football game days. With the new stadium on the CSU campus, we can expect a much larger number of people to attend the event, and they will be trying to park around the stadium, meaning the surrounding communities, neighborhoods, and subdivisions. We need to find a plan that respects the people who live in this part of the city full time, while also working to be good hosts to the people who come and visit us to watch the football game. Special game day parking regulations would address this specific problem. My background in construction has helped me develop strong project management skills, and I have a passion Briefly explain what you believe are the three most important issues facing this board or commission, and how do you believe this board or commission should address each issue? 1) Procure predictable, reliable funding for transportation growth, operations, and maintenance. I believe we should address this issue by researching multiple funding models from other cities, and studying the feasibility of each in Fort Collins. Whether it be improving our farebox recovery ratio, introducing a tax, transitioning to a "member" model, the board should actively engage in conversations with stakeholders and in short-term experiments to determine the best solution. 2) Relieve traffic congestion around the city, particularly during rush-hour times. One solution might be to increase frequency of service on select Transfort routes to increase convenience and hopefully ridership. Analyzing traffic patterns and travel times, along with current transportation service use, could help to expose underserved areas of the city or reveal inefficient operation routes. 3) Continue to market and promote alternative methods of transportation. Cars have well-known negative environmental impacts, but are still extremely convenient and represent the general American transportation culture. I believe people need social as well as financial incentives to consider alternative transportation, and I think the board should address this by determining which incentives are most powerful in our community, and creating a marketing/promotional strategy accordingly.
