SUBJECT
Resolution 2015-067 Approving an Art Project for the North College Improvement Project and Authorizing
Expenditures from the Cultural Services and Facilities Fund to Commission an Artist to Create the Art Project.
EXECUTIVE SUMMARY
The purpose of this item is it to approve expenditures from the Art in Public Places Reserve Account to
commission an artist to create art for the second phase of the APP North College Improvement Project. The
expenditures of $33,542 will be for design, materials, fabrication, installation and contingency for Andy Dufford
of Chevo Studios to create five stone and metal monuments for the North College Improvement Project.
STAFF RECOMMENDATION
Staff recommends adoption of the Resolution.
BACKGROUND / DISCUSSION
Section 23-303 of the City Code, which was added in 1995, established the Art in Public Places Reserve
Account, and designated it for use in acquiring or leasing works of art, maintenance, repair or display of works
of art, and administrative expenses related to the Art in Public Places Program, in accordance with the Art in
Public Places Guidelines adopted by the Council in Ordinance No. 20, 1995. The Council permanently adopted
the Art in Public Places Program, and reenacted City Code Chapter 23, Article IX, with certain modifications in
2012.
North College is undergoing the next phase of design and construction. The North College Improvement
Project Team originally selected artist Andy Dufford of Chevo Studios for the first phase of this project from the
APP Design Consultant Resource List. The artist worked with the project team, including representatives from
the North College Business Association, to develop design concepts that were integrated into the streetscape and
complemented the overall project design. Artist Andy Dufford continues his design in this next phase of the North
College Improvement Project. This design concept was reviewed and recommended by the project team and the
APP Board.
Andy Dufford will design, fabricate, and install five artworks for this site. The proposed artworks are stone and
metal monuments that will illuminate the pedestrian walk, as well as identify the block number for wayfinding.
Each, approximately 8 ½ foot-tall column will be a rough quarried slab of Colorado Buff sandstone and will have a
different medallion design drawn from the animals found in the surrounding plains environment. The themes are
the box turtle, yucca, bee, kestrel, and pronghorn. A metal block address plate anchored beneath the medallions
will help orient pedestrians and street traffic.
CITY FINANCIAL IMPACTS
The funds for this item have been appropriated in the Art in Public Places Reserve Account in the Cultural
Services and Facilities Fund. The Art in Public Places program has a maintenance fund for the long-term care of
the APP art collection.

The North College Improvement Project budget is $120,109 to be used for design, materials, fabrication,
installation, and contingency for these artworks. The Art in Public Places budget for the project is $33,542. The
remaining $86,567 will be paid for by the North College Improvement Project and has been appropriated in
that budget.
BOARD / COMMISSION RECOMMENDATION
At its June 17, 2015 meeting, the APP Board reviewed the design concept and budget for this project and
recommend approval by Council.

This project, between Conifer and Willox, is a
continuation of the previous phase of North
College’s design and construction project to
improve the safety, operations, and aesthetics
between Vine Drive and the Hickory and Conifer
intersection.

The project team worked with Art in Public Places (APP) artist Andy Dufford to continue the
series of stone and metal monuments that were created for the first phase of the North College
Improvement Project. Due to its proximity to the Poudre River, the first phase medallions
focused on animals and plants along the river. The second phase continues this visual
vocabulary by including the animals found in the surrounding plains environment.

• The project consists of 5 stone and metal monuments located
along the length of the redeveloped street.
• The column of each monument is a rough quarried slab of
Colorado Buff sandstone. A pierced, painted aluminum
medallion, anchored into a semi circular cut, tops each column.
• The five different medallion images draw on the animals found
in the surrounding plains environment. A metal address plate
anchored beneath the medallions helps orient pedestrians and
drivers.

These monuments will provide lighting for the adjacent sidewalks and provide a wayfinding element for
each block. Each monument has a unique medallion design and will include the block address.
Finished dimensions of each monument:
About 4 wide × 8½ tall
Depth varies between 12" and 15" depending on stone.

OF THE COUNCIL OF THE CITY OF FORT COLLINS
APPROVING AN ART PROJECT FOR THE NORTH COLLEGE
IMPROVEMENT PROJECT AND AUTHORIZING EXPENDITURES
FROM THE CULTURAL SERVICES AND FACILITIES FUND TO
COMMISSION AN ARTIST TO CREATE THE ART PROJECT
WHEREAS, the City is in the process of commencing the second phase of constructing
the North College Improvement Project (the “Project”); and
WHEREAS, pursuant to Sections 23-303 and 23-304 of the City Code, one percent of the
funds appropriated for the Project was set aside for use in the acquisition, installation and
maintenance of works of art in accordance with the Art in Public Places Guidelines adopted by
the City Council in Ordinance No. 047, 1998 (the “Guidelines”); and
WHEREAS, during the first phase of the Project, the Project Team used the pre-approved
APP Design Consultant Resource List to select artist Andy Dufford of Chevo Studios (the
“Artist”) to work with the Project Team to develop design concepts appropriate to the Project
site; and
WHEREAS, the design concepts developed by the Artist during the first phase of the
Project have been incorporated into the streetscape and complement the overall project design;
and
WHEREAS, for the second phase of the Project, the Project Team selected the Artist to
continue work with the Project Team and representatives of the North College Business
Association to further develop design concepts appropriate to the Project site that are
complementary with the design concepts in prior project phase; and
WHEREAS, the Art in Public Places Board (the “Board”) evaluated the Artist’s designs
for the second phase of the Project at its regular meeting on June 17, 2015, pursuant to the
Guidelines; and
WHEREAS, based on that evaluation, the Board is recommending the Artist’s proposal
for artwork consisting of five stone and metal monuments, integrating animal-themed
medallions, that will illuminate the pedestrian walk and identify block numbers for wayfinding
(the “Art Project”); and
WHEREAS, the budget for the Art Project, including design, materials, fabrication,
installation and contingency for the Art Project, is $120,109, including the Art in Public Places
budget contribution in the amount of $33,542, and the remaining $86,567 to be provided by the
North College Improvement Project budget; and

WHEREAS, the funds described above are already appropriated and will be used to
provide for the Artist’s design fees, materials, fabrication, installation and contingency for the
Art Project; and
WHEREAS, Section 23-308 of the City Code requires that the Board’s selection of the
recommended art be presented for Council review and approval because the cost of the art
exceeds $10,000.
NOW, THEREFORE, BE IT RESOLVED BY THE COUNCIL OF THE CITY OF
FORT COLLINS as follows:
Section 1. That the City Council hereby approves the Art Project.
Section 2. That the City Council hereby authorizes the expenditure of up to THIRTY
THREE THOUSAND FIVE HUNDRED FORTY TWO DOLLARS ($33,542) from the Cultural
Services and Facilities Fund, for the Art Project proposed by the Artist, the conceptual designs
for which were selected by the Art in Public Places Board on June 17, 2015.
Passed and adopted at a regular meeting of the Council of the City of Fort Collins this
21st day of July, A.D. 2015.
