Resolution 2016-013 Appointing Two Councilmembers to Serve as Representatives on the North Front Range
Wasteshed Policy Group.
EXECUTIVE SUMMARY
The purpose of this item is to appoint two City Councilmembers to represent the City of Fort Collins on an
interagency policy working group, convened by Larimer County, to address the future of regional solid waste
disposal and materials management.
STAFF RECOMMENDATION
Staff recommends adoption of the Resolution.
BACKGROUND / DISCUSSION
This Resolution appoints two Councilmembers as the designated representatives for the City on a multi-
jurisdictional policy group to consider the future of regional waste management.
The Larimer County Landfill is expected to reach capacity by 2025, with no option for further landfill expansion
at the current location. Property north of Wellington owned by the County has been earmarked for possible
development as a new public landfill, but no decisions have been made about that location. Likewise, no
decisions have been made about options for post-closure use of the existing facility on south Taft Hill Rd.
Involvement by Fort Collins’ elected representatives in planning and coordination with neighboring
communities and Larimer County will help form decisions that will be made for possible regional waste
management infrastructure that serves the citizens of Fort Collins into the future.
Staff from Fort Collins’ Environmental Services Department has been participating on a North Front Range
Wasteshed Planning Coalition since May 2015, along with other technical experts from Larimer County, the
City of Loveland, and the town of Estes Park. A Solid Waste/Resource Recovery Forum was held on October
14, 2015, which was attended by two City councilmembers and other elected officials from the region, and a
grant was awarded by the State to support ongoing technical analyses, planning and public involvement efforts
that the team will conduct in 2016.
The Board of County Commissioners is now forming a policy group to provide guidance and input into the
planning process, and Fort Collins is invited to designate up to two representatives to join the group. While
precise time commitments are still being discussed, representatives on the policy group may be asked to meet
several times this year, and regularly over the next few years, to make recommendations for the future of
regional solid waste disposal and materials management.

APPOINTING TWO COUNCILMEMBERS TO SERVE AS REPRESENTATIVES
ON THE NORTH FRONT RANGE WASTESHED POLICY GROUP
WHEREAS, the Larimer County Landfill will reach capacity within the next ten years,
and extensive planning is essential to successfully transition into the future; and
WHEREAS, a regional Solid Waste/Resource Recovery Forum was held on Wednesday,
October 14, 2015, and two City Councilmembers participated on behalf of the City; and
WHEREAS, staff from Fort Collins’ Environmental Services Department has been
participating on a North Front Range Wasteshed Planning Coalition since May 2015, along with
others from Larimer County, the City of Loveland, and the Town of Estes Park, and the State of
Colorado has provided grant funding for the planning effort; and
WHEREAS, the Larimer County Board of County Commissioners is now forming the
North Front Range Wasteshed Policy Group to provide policy guidance and input into the
planning process for regional waste management infrastructure to serve the future needs of North
Front Range citizens; and
WHEREAS, the City Council desires to appoint two Councilmembers to represent the
City of Fort Collins on the North Front Range Wasteshed Policy Group.
NOW, THEREFORE, BE IT RESOLVED BY THE COUNCIL OF THE CITY OF
FORT COLLINS, that Councilmember _________ and Councilmember ____________ are
hereby appointed to attend and serve as the representatives for the City of Fort Collins on the
North Front Range Wasteshed Policy Group, until replacement representatives are designated by
the Council.
Passed and adopted at a regular meeting of the Council of the City of Fort Collins this
2nd day of February, A.D. 2016.
