EXECUTIVE SUMMARY City Council met in executive session on November 29, 2016, to conduct the performance review of Municipal Judge Kathleen Lane. This Ordinance, unanimously adopted on First Reading on December 6, 2016, establishes the 2017 salary of the Municipal Judge at $117,152 and total compensation at $144,568. The effective date of the salary change has been revised to January 2 instead of January 1, as this is the first day of the first pay period of the new year. STAFF RECOMMENDATION None. ATTACHMENTS 1. EXECUTIVE SUMMARY A. Resolution 2016-092 Reappointing Kathleen M. Lane as Municipal Judge and Authorizing the Thirteenth Addendum to the Judge’s Employment Agreement. B. First Reading of Ordinance No. 134, 2016, Amending Section 2-606 of the Code of the City of Fort Collins and Setting the Compensation of the Municipal Judge. The purpose of this item is to reappoint Kathleen M. Lane as Municipal Judge and establish compensation for 2017. City Council met in executive session on November 29, 2016, to conduct the performance review of Municipal Judge Kathleen M. Lane. Resolution 2016-093 reappoints Judge Lane for another two-year term to expire December 31, 2018 and authorizes the Mayor to execute an addendum to the Judge’s employment agreement to reflect the change in term. Ordinance No. 134, 2016, establishes the 2017 compensation of the Municipal Judge. STAFF RECOMMENDATION None. BACKGROUND / DISCUSSION Article VII, Section 1 of the Charter provides that the Municipal Judge is to be appointed for a term of two years. Kathleen M. Lane was first appointed to serve as the City's Municipal Judge effective July 1, 1989. Resolution 2014-121 reappointed Judge Lane for a two-year term ending on December 31, 2016. Resolution 2016-093 reappoints Judge Lane for another two-year term to expire December 31, 2018 and authorizes the Mayor to execute an addendum to the Judge’s employment agreement to reflect her new term of office. City Council is committed to compensating employees in a manner which is fair, competitive and understandable. The goal as an employer is to attract and retain quality employees and to recognize and reward outstanding performance. In order to accomplish this goal the City Council and the Municipal Judge meet twice a year to discuss performance and set goals for the coming year. In 2016, the total compensation including benefits provided to the Municipal Judge is as follows: 2016 Salary and Benefits Annual Salary (.80 FTE) $ 113,740 Medical Insurance $ 9,930 Dental Insurance $ 564 Life Insurance $ 198 Long Term Disability $ 525 ICMA (457) $ 3,412 ATTACHMENT 1 Agenda Item 12 Item # 12 Page 2 ICMA (401) $ 11,374 Total Monetary Compensation $ 215,995 Non-Monetary Benefits Vacation (30 days per year) Holidays (9 days per year) Resolution 2014-096, which establishes the process for evaluating the performance of the City Manager, City Attorney, and Municipal Judge, states that any change in compensation for the City Manager, City Attorney and Municipal Judge will be adopted by the Council by ordinance in sufficient time for the change in compensation to take effect as of the first full pay period of the ensuing year. The Ordinance will amend the City Code to reflect Judge Lane’s 2017 compensation. ATTACHMENTS 1. NOW, THEREFORE, BE IT ORDAINED BY THE COUNCIL OF THE CITY OF FORT COLLINS as follows: Section 1. That the City Council hereby makes and adopts the determinations and findings contained in the recitals set forth above. Section 2. That Section 2-606 of the Code of the City of Fort Collins is hereby amended to read as follows: Sec. 2-606. Salary of the Municipal Judge. The base salary to be paid to the Municipal Judge for working 0.8 FTE shall be one hundred seventeen thousand one hundred fifty-two dollars ($117,152) per annum, payable in biweekly installments, which sum shall be charged to general government expense. Section 3.
