EXECUTIVE SUMMARY The purpose of this item is to appoint two City representatives to serve on a working group convened by the Larimer Board of County Commissioners to pursue local, regional, and state-level solutions to make housing more affordable in Larimer County. STAFF RECOMMENDATION Staff recommends adoption of the Resolution. BACKGROUND / DISCUSSION Housing affordability is an issue not only for the lowest wage-earners, but for many city residents. The City’s Affordable Housing Strategic Plan (AHSP) acknowledges this. The City uses policy to influence the real estate market to provide housing options for all citizens, at all life stages and income levels. The AHSP has a strategy to refine development incentives and expand funding sources and partnerships. Regional conversations about housing affordability are listed as an action item related to this strategy. Several conversations have been initiated. Staff from the Social Sustainability Department and Councilmember Horak has been involved in two efforts to date. The Board of County Commissioners is also convening a working group to pursue local, regional, and state-level solutions to make housing more affordable in Larimer County. It would like the City to participate in a series of monthly meetings for the next year to focus on the issue of housing affordability including:  Sales prices;  Affordability of starter homes;  Housing policies that affect market conditions;  The ability to borrow and finance home purchases;  he supply of new and refurbished housing.  This effort does not intend to focus on affordable housing for the lowest wage-earners, but rather on housing affordability for all. A Resolution from City Council is requested to appoint two individuals to represent the City in this work group. CITY FINANCIAL IMPACTS This Resolution will not impact the City’s finances. Agenda Item 20 Item # 20 Page 2 BOARD / COMMISSION RECOMMENDATION The Affordable Housing Board has supported regional conversations about housing affordability generally but has not reviewed this particular request.
