SUBJECT
Resolution 2016-057 Appointing Two City Representatives to the Larimer County Housing Affordability
Working Group.
EXECUTIVE SUMMARY
The purpose of this item is to appoint two City representatives to serve on a working group convened by the
Larimer Board of County Commissioners to pursue local, regional, and state-level solutions to make housing
more affordable in Larimer County.
STAFF RECOMMENDATION
Staff recommends adoption of the Resolution.
BACKGROUND / DISCUSSION
Housing affordability is an issue not only for the lowest wage-earners, but for many city residents. The City’s
Affordable Housing Strategic Plan (AHSP) acknowledges this. The City uses policy to influence the real estate
market to provide housing options for all citizens, at all life stages and income levels. The AHSP has a strategy to
refine development incentives and expand funding sources and partnerships. Regional conversations about
housing affordability are listed as an action item related to this strategy. Several conversations have been initiated.
Staff from the Social Sustainability Department and Councilmember Horak has been involved in two efforts to date.
The Board of County Commissioners is also convening a working group to pursue local, regional, and state-level
solutions to make housing more affordable in Larimer County. It would like the City to participate in a series of
monthly meetings for the next year to focus on the issue of housing affordability including:
Sales prices;
Affordability of starter homes;
Housing policies that affect market conditions;
The ability to borrow and finance home purchases;
he supply of new and refurbished housing.
This effort does not intend to focus on affordable housing for the lowest wage-earners, but rather on housing
affordability for all.
A Resolution from City Council is requested to appoint two individuals to represent the City in this work group.
CITY FINANCIAL IMPACTS
This Resolution will not impact the City’s finances.

BOARD / COMMISSION RECOMMENDATION
The Affordable Housing Board has supported regional conversations about housing affordability generally but
has not reviewed this particular request.

APPOINTING TWO CITY REPRESENTATIVES TO
THE LARIMER COUNTY HOUSING AFFORDABILITY WORKING GROUP
WHEREAS, housing affordability continues to pose a significant and growing challenge
within the Fort Collins community; and
WHEREAS, the City’s Affordable Housing Strategic Plan (the “Plan”) acknowledges
that housing affordability is an issue not just for the lowest wage-earners, but for many City
residents; and
WHEREAS, regional conversations about housing affordability are an action item under
the Plan; and
WHEREAS, the Board of County Commissioners would like to convene a working group
to pursue local, regional and state-level solutions to make housing more affordable in Larimer
County, and has invited the City to appoint two representatives to participate in that group.
NOW, THEREFORE, BE IT RESOLVED BY THE COUNCIL OF THE CITY OF
FORT COLLINS as follows:
Section 1. That the City Council hereby makes and adopts the determinations and
findings contained in the recitals set forth above.
Section 2. That the City Council hereby appoints _____________ and
_____________ as the City’s representatives to the Larimer County housing affordability
working group.
Passed and adopted at a regular meeting of the Council of the City of Fort Collins this
