CALL TO ORDER.
1. Short Term Rental Activity. (Ginny Sawyer, Ted Shepard; 10 minute staff presentation; 45 minute
discussion)
The purpose of this item is to provide an overview and background information on short term rental
(STR) activity, most typically referred to as Vacation Rental by Owner (VRBO) or Airbnb, within Fort
Collins. With the arrival and increase in the cyber or sharing economy, communities nationwide are
determining if and how to address this use at a local level.
2. 2015-2019 Affordable Housing Strategic Plan. (staff: Sue Beck-Ferkiss, Beth Sowder, Clay
Frickey; 25 minute staff discussion; 45 minute discussion)
The purpose of this item is to inform City Council about the draft 2015-2019 Affordable Housing
Strategic Plan and provide an opportunity for Council feedback and guidance to staff. While the City
currently has over 3,000 units of affordable housing, the need continues to outpace the supply. The
updated Affordable Housing Strategic Plan has 5 refined goals informed by input and analysis and is
connected to other City Plans and studies. City Council’s guidance is requested on which goals,
strategies, and policies staff should pursue.
3. Alternative Growth Model for the Mountain Vista Subarea Plan (staff: Jason Holland, Cameron
Gloss, Jeff Mihelich, Laurie Kadrich; 25 minute staff presentation; 30 minute discussion)
In response to potential concerns regarding the cost to provide the full range of urban services to the
Mountain Vista area, the City of Fort Collins has evaluated a hypothetical rural development scenario
(Rural Scenario) for the adopted Mountain Vista Subarea Plan that would reduce the density/intensity of
planned development. The evaluation of the alternative considers a broad range of topics that fall under
City of Fort Collins Page 2
environmental, economic and social outcomes. Particular focus has been provided on effects to
transportation infrastructure.
A summary of potential outcomes is included on the first two pages of the attached report.
