WHEREAS, in 2014, an ad hoc advisory committee was created to develop a Climate
Action Plan for achieving a communitywide greenhouse gas emissions reduction goal of eighty
percent (80%) with respect to 2005 levels by 2030; and
WHEREAS, since then, new opportunities to reduce greenhouse gas emission have
emerged, such as advancements in energy technologies, including GeoExchange; and
WHEREAS, the City of Fort Collins 2015 Energy Policy sets aggressive goals for
improving the energy performance of buildings; and
WHEREAS, the City of Fort Collins aspires to be a center for advancing green building
in the community and seeks to reduce the impacts of the built environment on human health and
the natural environment by incorporating on-site energy generation; and
WHEREAS, Mr. Jeff Lebesch and Ms. Zia Zybko, as private citizens who share the
City’s environmental sustainability values, have agreed to host on their adjoining lake property a
geoexchange heating and cooling energy system for the benefit of the City of Fort Collins
Utilities Service Center at 700 Wood Street, Fort Collins, Colorado; and
WHEREAS, the City of Fort Collins recognizes the community benefit of public and
private sector partnerships that advance shared goals of environmental stewardship.
NOW, THEREFORE, I, Wade Troxell, Mayor of Fort Collins, do hereby proclaim
May 2016 as
GEOEXCHANGE ENERGY PARTNERSHIP MONTH
We wish to express our sincere appreciation to Mr. Lebesch and Ms. Zybko in recognizing the
importance of partnerships which enhance our community’s focus on environmental
stewardship.
