Please call 221-6515 (TDD 224- 6001) for assistance. WORK SESSION January 10, 2012 after the Adjourned Meeting 1. Call Meeting to Order. 2. Halligan-Seaman Water Management Project Update. (staff: Dennis Bode, Donnie Dustin, Cliff Hoelscher, Kevin Gertig; 30 minute discussion) The City of Fort Collins has been working for several years on the Halligan Reservoir Enlargement Project, as directed by previous City Council actions. The North Poudre Irrigation Company (NPIC) is also participating in the proposed Halligan enlargement project. In 2004, the City entered into an intergovernmental agreement with the City of Greeley, who is pursuing an enlargement of its Seaman Reservoir, to create a regional project known as the Halligan-Seaman Water Management Project (HSWMP). Both existing reservoirs are located on the North Fork of the Cache la Poudre River. The Halligan Project is intended to meet future needs of the City and maintain or improve the reliability of the water supply system for the City of Fort Collins through drought periods. It will also provide some redundancy in the supply system to reduce the City’s vulnerability to unpredictable raw water delivery issues. In 2005, the two cities and NPIC initiated the required federal permitting process for the HSWMP. The U.S. Army Corps of Engineers is conducting environmental studies and preparing one Environmental Impact Statement for the Halligan and Seaman projects. The Corps’ work January 10, 2012 includes assessing the need for the projects, evaluating potential alternatives to the projects, assessing environmental impacts and determining mitigation measures. 3. Water Supply and Demand Management Policy Update. (staff: Donnie Dustin, Dennis Bode, Kevin Gertig; 2 hour discussion) The Fort Collins Utilities staff has been working on updating the City’s Water Supply and Demand Management Policy. The current Policy was adopted by City Council in September 2003 (Resolution 2003-104). Since the Policy’s adoption, the Utility has seen a significant reduction in water use while continuing to plan for future water needs. This includes substantial efforts related to the Environmental Impact Study for the enlargement of Halligan Reservoir being directed by the U. S. Army Corps of Engineers. Updating the Policy will provide further direction regarding the planning, management, and maintenance of the City’s water supply system needed to assure a safe, reliable drinking water supply and provide an appropriate level of water conservation. It will also provide guidance on how the City may use its valuable water resources to meet other beneficial purposes for its citizens and the surrounding community. 4. Other Business. 5. Adjournment.
