Resolution 2012-047 Approving Expenditures from the Art in Public Places Reserve Account in the Cultural Services
and Facilities Fund to Commission an Artist to Create Art for the North College Improvement Project.
EXECUTIVE SUMMARY
This Resolution approves expenditures of $68,025 for materials, fabrication, installation and contingency for a project
with artist Andy Dufford of Chevo Studios to create five stone and metal monuments for the North College
Improvement Project.
BACKGROUND / DISCUSSION
Section 23-303 of the City Code established the Art in Public Places (APP) Reserve Account in the Cultural Services
and Facilities Fund, and designated it for use in acquiring or leasing works of art, maintenance, repair or display of
works of art, and administrative expenses related to the Art in Public Places Program, in accordance with the Art in
Public Places Guidelines adopted by the Council in Ordinance No. 020, 1995. The Council permanently adopted the
Art in Public Places Program, and reenacted City Code Chapter 23, Article IX, with certain modifications in 1998.
North College is undergoing a design and construction project to improve the safety, operations and aesthetics
between Vine Drive and the Hickory/Conifer intersection. The North College Project Team selected artist Andy Dufford
of Chevo Studios for this project from the APP Design Consultant Resource List. The artist worked with the project
team, including representatives from the North College Business Association, to develop design concepts that were
integrated into the streetscape and complemented the overall project design. This design concept was reviewed and
recommended by the project team and the APP Board.
Andy Dufford will design, fabricate, and install five artworks for this site. The proposed artworks are stone and metal
monuments that will illuminate the pedestrian walk, as well as identify the block number for wayfinding. Each 8 1/2-foot
tall column will be a rough quarried slab of Colorado Buff sandstone and will have a different medallion design drawn
from the natural history of the nearby Poudre River. The themes are cottonwood, sedge, pennycress, kingfisher and
great blue heron. A metal block address plate anchored beneath the medallions will help orient pedestrians and street
traffic.
FINANCIAL / ECONOMIC IMPACTS
The funds for this item have been appropriated in the Art in Public Places Reserve Account. The Art in Public Places
program has a maintenance fund for the long-term care of the APP art collection. The APP North College
Improvement Project budget is $68,025 to be used for materials, fabrication, installation, and contingency for this
project. The total budget for the project is $87,092. The remaining $19,067 will be paid for by the project and has been
appropriated in that Budget.
STAFF RECOMMENDATION
Staff recommends adoption of the Resolution.
BOARD / COMMISSION RECOMMENDATION
At its February 15, 2012 meeting, the Art in Public Places Board reviewed and recommended these design concepts.

PUBLIC OUTREACH
The APP North College Improvement Project design has been shared with the North Fort Collins Business
Association. A member of the NFCBA served on the selection committee for the artist as well as was on the project
team working with the artist on the development of the five artworks. The Colorado Department of Transportation has
also reviewed the art and approved its use on the corridor. The project held a public Open House on February 18,
2010, as well as a presentation to the Chamber of Commerce on April 8, 2010, where information on the selected artist
and examples of his work was shared.

North College is undergoing a design and construction project to improve the safety,
operations and aesthetics between Vine Drive and the Hickory/Conifer intersection.
The project includes redefinition and consolidation of driveways, construction of curb
and gutter, an updated storm system, the addition of bike lanes, landscaped parkways
and sidewalks, an asphalt overlay, urban design elements, and other necessary im-
provements. As a part of that redevelopment, the project team has been working with
APP artist Andy Dufford to design a series of stone and metal monuments that will illu-
minate the sidewalks.

The column of each monument is a rough quarried slab of
Colorado Buff sandstone. A pierced, painted aluminum medallion,
anchored into a semi circular cut, tops each column.
The five different medallion images draw on the natural history of
the nearby Poudre River. A metal address plate anchored beneath
the medallions helps orient pedestrian and drivers.

The project consists of 5 stone and metal monuments located
along the length of the redeveloped street.
These monuments will provide lighting for the adjacent sidewalks and provide a wayfinding element for
each block. Each monument has a unique medallion design and will include the block address.

TO COMMISSION AN ARTIST TO CREATE ART FOR
THE NORTH COLLEGE IMPROVEMENT PROJECT
WHEREAS, the City is in the process of constructing the North College Improvement
Project (the “Project”); and
WHEREAS, pursuant to Sections 23-303 and 23-304 of the City Code, one percent of the
funds appropriated for the Project was set aside in the Art in Public Places reserve account in the
Cultural Services and Facilities Fund for use in the acquisition or leasing of works of art, the
maintenance, repair or display of works of art, and administrative expenses related to the Art in
Public Places Program, in accordance with the Art in Public Places Guidelines adopted by the City
Council in Ordinance No. 047, 1998 (the “Guidelines”); and
WHEREAS, the North College Project Team selected artist Andy Dufford of Chevo Studios
(the “Artist”) from the APP Design Consultant Resource List to work with the Project Team,
including representatives from the North College Business Association, to develop design concepts
appropriate to the Project site; and
WHEREAS, the Art in Public Places Board (the “Board”) evaluated the Artist’s designs at
its regular meeting on February 25, 2012, pursuant to the Guidelines; and
WHEREAS, based on that evaluation, the Board is recommending the Artist’s proposal for
five artworks for the Project site consisting of stone and metal monuments with medallion designs
drawn from the natural history of the Poudre River, which will also provide illumination and identify
block numbers for wayfinding (the “Art Project”); and
WHEREAS, the estimated cost to create the Art Project, including design, materials,
installation and contingency for the Art Project, is $87,092; and
WHEREAS, $68,025 of the funds for the Art Project is available in the Art in Public Places
reserve account in the Cultural Services and Facilities Fund and has been appropriated as part of the
2012 budget, while the remaining $19,067 will be paid by the Project and has been appropriated in
the Project budget; and
WHEREAS, the funds described above will be used to provide for the Artist’s design fees,
materials, installation and contingency for the Art Project; and
WHEREAS, Section 23-308 of the City Code requires that the Board’s selection of the
recommended art be presented for Council review and approval because the cost of the art exceeds
$10,000.
NOW, THEREFORE, BE IT RESOLVED BY THE COUNCIL OF THE CITY OF FORT
COLLINS that the City Council hereby authorizes the expenditure of up to EIGHTY SEVEN
THOUSAND NINETY TWO DOLLARS ($87,092), consisting of SIXTY EIGHT THOUSAND
TWENTY FIVE DOLLARS ($68,025) from the Art in Public Places reserve account in the Cultural
Services and Facilities Fund and NINETEEN THOUSAND SIXTY SEVEN DOLLARS ($19,067)
from the Project budget, for the Art Project proposed by the Artist, the conceptual designs for which
were reviewed and approved by the Art in Public Places Board on January 25, 2012.
Passed and adopted at an adjourned meeting of the Council of the City of Fort Collins this
26th day of June A.D. 2012.
