SUBJECT:
First Reading of Ordinance No. 37, 2001, Appropriating Unanticipated Grant Revenue in the
General Fund and Authorizing the Transfer of Matching Funds Previously Appropriated in the
Advance Planning Budget for a Cultural Resources Survey of the Downtown River Corridor.
RECOMMENDATION:
Staff recommends adoption of the Ordinance on First Reading.
FINANCIAL IMPACT:
Adoption of the Ordinance will appropriate unanticipated revenue from a Certified Local
Government Grant in the amount of $25,000. The grant does not create an additional financial
obligation on the part of the City. Matching funds in the amount of $10,000 are currently
available in the Advance Planning Department's 2001 budget and are transferred to the
10 appropriate project fund by the Ordinance.
EXECUTIVE SUMMARY:
The City has received a grant of$25,000 through the Colorado Historical Society Certified Local
Government Grant Program. The grant funding will enable City staff, working in cooperation
with property owners, community organizations and other members of the community, to
complete a cultural resources survey for the Downtown River Corridor. The survey will involve
(1) identification and evaluation of existing historic structures; (2) archival research to provide
more information about physical changes in the area from 1864 — present; (3) overlay maps
showing the historic contexts (e.g., military post period, railroad period, etc.); (4) a plan for
future archaeological testing in the Downtown River Corridor; and (5) extensive public
involvement.
This project was identified as an existing public project in the Downtown River Corridor
Implementation Program Summary Report, approved by City Council on July 18, 2000, with the
adoption of Resolution 2000-95. Appropriation of the grant funding will allow completion of
this project as well as provide the basis for future educational and interpretive activities in the
Downtown River Corridor.

BACKGROUND:
The City has received a grant of$25,000 through the Colorado Historical Society Certified Local
Government (CLG) Grant Program. The Grant Program receives federal funds from the
National Park Service. The Program funds historic preservation activities of Certified Local
Governments including preparation of local cultural inventories, preparation of comprehensive
historic preservation planning, public education programs that create awareness of preservation
issues and programs, and other programs.
The City has been designated a CLG since 1991. In 1997, the City successfully administered a
CLG grant for the Historic Old Town Plaques project. In 1996, the City successfully
administered a CLG grant for the Cultural Resource Inventory of the Central Business District
project.
On July 18, 2000, City Council adopted Resolution 2000-95, approving the Downtown River
Corridor Implementation Program Summary Report. One of the existing projects identified in
the report was the "Old Fort Collins Area Historic Archaeology Project", which was intended to
identify historical and archaeological resources in the vicinity of the military post and provide
direction for future archaeological work. As a result, staff formed a stakeholders group made up
of representatives from the property owners association, local historical and archaeological
organizations, the Downtown Development Authority, and Colorado State University faculty.
This stakeholders group recommended ongoing cooperation to better understand cultural
resources in the Downtown River Corridor. The group also suggested specific products to be
included. in the cultural resources survey. The products, which were part of the City's grant
application to the State, included:
intensive level historical survey of properties
• archival research to understand the changes that have occurred from 1864 (the
date that the Fort was founded)—present
• preparation of a series of overlay maps showing physical changes that have
occurred on properties during the established historic contexts (e.g., Military
post, establishment of the city, the railroad era, etc.).
• recommendations for future archaeological testing
• extensive community involvement
The CLG grant funding will be matched with $10,000 from the Advance Planning Department's
2001 budget. Staff anticipates future phases to involve archaeological testing to verify locations
of early fort and other structures and the design of new cultural interpretive features in the
Downtown River Corridor.
Specific benefits of this project include:
• increased public awareness of the history of the Old Fort Site
• cooperative process for identifying, protecting and interpreting cultural
features involving significant stakeholders
enhanced evaluation of the significance of existing historical structures by the
Landmark Preservation Commission
• promotion of the unique identity of the Downtown River Corridor

OF THE COUNCIL OF THE CITY OF FORT COLLINS
APPROPRIATING UNANTICIPATED GRANT REVENUE IN THE GENERAL FUND
AND AUTHORIZING THE TRANSFER OF MATCHING FUNDS PREVIOUSLY
APPROPRIATED IN THE ADVANCE PLANNING BUDGET FOR A CULTURAL
RESOURCES SURVEY OF THE DOWNTOWN RIVER CORRIDOR
WHEREAS, the City of Fort Collins has been awarded a grant through the Colorado
Historical Society Certified Local Government Grant Program in the amount of $25,000 (the
"Grant"); and
WHEREAS,the Grant is to be used for a Cultural Resources Survey of the Downtown River
Corridor project; and
WHEREAS, on July 18, 2000, City Council adopted Resolution 2000-95, approving the
Downtown River Corridor Implementation Program Summary Report which included a Cultural
Resources Survey of the Downtown River Corridor project; and
WHEREAS, the Grant requires $10,000 of City matching funds,which have been included
in the 2001 Advance Planning budget for this purpose and are available for transfer to the Cultural
Resources Survey of the Downtown River Corridor Grant project; and
WHEREAS, Article V, Section 9, of the Charter of the City of Fort Collins (the "Charter")
permits the City Council to make supplemental appropriations by ordinance at any time during the
fiscal year,provided that the total amount of such supplemental appropriations,in combination with
all previous appropriations for that fiscal year,do not exceed the then current estimate of actual and
anticipated revenues to be received during the fiscal year; and
WHEREAS, Article V,Section 10,of the Charter authorizes the City Council to transfer by
ordinance any unexpended and unencumbered amount or portion thereof from one project to another
project, provided that the purpose for which the transferred funds are to be expended remains
unchanged.
NOW, THEREFORE, BE IT ORDAINED BY THE COUNCIL OF THE CITY OF FORT
COLLINS as follows:
Section 1. That there is hereby appropriated from unanticipated grant revenue in the General
Fund the sum of TWENTY-FIVE THOUSAND DOLLARS($25,000)for expenditure in the General
Fund for a Cultural Resources Survey of the Downtown River Corridor project.
Section 2. That the unexpended appropriated amount of TEN THOUSAND DOLLARS
($10,000) is authorized for transfer from the Advance Planning budget in the General Fund to the
Cultural Resources Survey of the Downtown River Corridor project and appropriated therein.
