Proposed Revisions to the City of Fort Collins Natural Areas and Open Lands Easement Policy. (staff: John Stokes, Mark Sears, Daylan Figgs, Justin Scharton; 45 minute discussion) The City of Fort Collins Natural Areas and Open Lands Easement Policy was adopted by resolution in 2001 (Resolution 2001-094). To date, approximately forty right-of-way easements have been granted by the City under this Policy. The Natural Areas Program is proposing revisions to the Policy to address: 1. Compensation and mitigation requirements 2. Above-ground features associated with buried utility cables and pipelines 3. Review and approval of projects proposed within existing easements 4. Review and approval of projects within new or existing utility easements on lands conserved with conservation easements. November 29, 2011 3. Xcel Energy West Main Replacement Project. (staff: Helen Migchelbrink, Larry Schneider, Mark Sears; 1 hour discussion) Xcel Energy is developing plans for an 80 mile long high pressure natural gas pipeline replacement project that begins at the Wyoming border and ends in Broomfield. The existing pipeline, an 8- inch diameter pipe installed in 1929, will be replaced with a 16- inch diameter pipeline that will be rated to a pressure of 1020 pounds per square inch gage (psig.) Xcel’s goal is to install the pipeline within public roadways wherever possible for safety reasons. Xcel is working with City staff to continue refining the pipeline routing. This project will impact City streets and natural areas. 4. Update on Solid Waste Reduction and Recycling in Fort Collins. (staff: Susie Gordon; 30 minute discussion) In August, staff reported to City Council that a 43% communitywide waste diversion rate was reached in 2010, up from 38% in 2009 but still below a goal for 50% waste diversion set in 1999. This work session offers opportunity for staff to describe two ongoing consulting projects for waste diversion/reduction, outreach campaigns, and new program development for recycling at business and multi-family locations. 5. Update on the Parking Plan: Downtown and Surrounding Neighborhoods. (staff: Timothy Wilder, Randy Hensley; 90 minute discussion) The City’s Advance Planning Department is preparing a Parking Plan in close collaboration with the Parking Services Department. The main purpose of this work session is to review progress on the Plan and to gain Council feedback on preliminary Parking Plan ideas. The Parking Plan is scheduled for another Council work session on February 28, 2012, and for consideration of adoption by the Council on April 17, 2012. 6. Other Business. 7. Adjournment.
