RECOMMENDATION: Staff recommends adoption of the Ordinance on Second Reading. EXECUTIVE SUMMARY: The project components include the South Taft Hill Road Improvements, the Spring Creek Trail Crossing and Extension, the Taft Hill Waterline Extension and the Regional Detention Pond. The combined project is a cooperative effort between the City's Engineering, Parks and Recreation, and Utility Departments. The Spring Creek Trail Crossing and Extension is part of the Parks and Recreation Department's Master Plan. It will complete the final connection of the Spring Creek Trail under Taft Hill Road from Drake Road west to the existing trail near the Hampshire Pond subdivision. Ordinance No. 32, 2001, was unanimously adopted on First Reading on February 20, 2001. The combined project isCen t e t n e ity's Engineering, Parks and Recreation, and Utility Dep The Taft Hill Road Improvements are part o the voter-approve "Building Community Choices Program" (BCC) funding package. Appropriated funding for the project is $5.9 million. The main goals of the project are to increase roadway capacity and level of service and to improve safety along South Taft Hill Road from Valley Forge Avenue south to Bronson Street. The Spring Creek Trail Crossing and Extension is part of the Parks and Recreation Department's Master Plan. It will complete the final connection of the Spring Creek Trail under Taft Hill Road from Drake Road west to the existing trail near the Hampshire Pond subdivision. DATE: February 20, 2001 1 2 ITEM NUMBER: 28 The Utilities' capital projects consist of a regional detention pond, which is part of the Spring Creek Master Drainage Plan, and a water line loop connection from Drake Road south to Falcon Drive. Staff is hopeful that the various acquisitions required to complete these projects will be accomplished by agreement. However, this authorization of eminent domain proceedings will allow the City to keep the projects on schedule and begin condemnation proceedings if negotiations are not successful. Minor and North Forsyth Associates • Disputed Properties (2) (Labeled "Unidentified Owner" on the legal descriptions) BACKGROUND: The design, cost and scheduling for this overall project were presented to and approved by City Council in August 2000. Since that time, the project team has been working to finalize the design. Extensive public participation was received throughout the process, culminating with a DATE: February 20, 2 1 ITEM NUMBER: 28 January 26, 2001 open house. Staff worked with the affected property owners to produce mitigation plans which addressed their individual concerns. Appraisals were ordered. Finally, letters were mailed to the affected property owners informing them of this Ordinance and to let them know that this action will in no way prevent the City from continuing good faith I negotiations to reach mutually acceptable agreements.
