Second Reading of Ordinance No. 27, 2001, Appropriating Unanticipated Revenue and
Authorizing the Transfer of Appropriations Between Funds for Local and Regional
Transportation Demand Management Programs.
RECOMMENDATION:
Staff recommends adoption of the Ordinance on Second Reading.
EXECUTIVE SUMMARY:
Ordinance No. 27, 2001, was unanimously adopted on First Reading on February 20, 2001, and
appropriates funds for the TDM program and programs in other departments.

FINANCIAL IMPACT:
This Ordinance appropriates $379,403 in Congestion Mitigation and Air Quality (CMAQ) funds
managed by the Colorado Department of Transportation and the North Front Range
Transportation and Air Quality PCio T at unds will be appropriated

EXECUTIVE SUMMARY:
For the past several years the City has been using Congestion Mitigation and Air Quality
(CMAQ) funds to support the Transportation Demand Manyemnent TDM) program. In 2000,
the CMAQ funding level increase d ds re a o other departments. The2000 funds were used to fun the pro a s in Natural Resources,
Engineering, and Transportation anni . In 1 the nds will be used for the
following local and regional programs:
• TDM—for General Marketing, Business Outreach, and Youth Outreach
• Chamber of Commerce—for a Transportation Subsidy Assessment
• Natural Resources — for Business and Youth Outreach, and an Emission Repairs
project
• Fleet Services—for a CNG Fueling Facility and CNG Fueling Appliances
• Larimer County—for Bike Lockers
