Items Relating to Making Council Appointments to the Platte River Power Authority and the Governing Board of the
Poudre Fire Authority.
A. Resolution 2011-046 Replacing the City's Appointed Director on the Platte River Power Authority Board of
Directors.
B. Resolution 2011-047 Making Appointments to the Governing Board of the Poudre Fire Authority.
EXECUTIVE SUMMARY
Following the Council organizational meeting in April of odd-numbered years, Councilmembers decide which of the
various board and commission liaison assignments and committee appointments are of interest to them as individuals.
At the recent City Council Workshop (May 6-7) Councilmembers discussed liaison and committee assignments.
Resolution 2011-044 (presented separately as Item #17) makes the majority of these appointments.
City Council also makes appointments to the Platte River Power Authority (PRPA) Board of Directors and to the
Governing Board of the Poudre Fire Authority. Two additional resolutions have been prepared for the purpose of
making these appointments.
BACKGROUND / DISCUSSION
Platte River Power Authority Board of Directors
The Platte River Power Authority Board of Directors is comprised of two members from each of the four member cities,
with one such member to be the Mayor of each municipality(or another member of the municipality's governing board
designated by the Mayor)and the other to bean individual selected by the municipality's governing body for"judgment,
experience, and expertise which make that person particularly qualified to serve as the director of an electric utility".
Historically, the City's Utility Director has filled the second slot. The City Council is considering appointing a
Councilmember to fill the second slot. Resolution 2011-046 removes Utilities Executive Director Brian Janonis and
replaces him with a Councilmember to be selected at this meeting.
Governing Board of the Poudre Fire Authority
An Intergovernmental Agreement between the City of Fort Collins and the Poudre Fire Protection District provides that
the Governing Board of the Poudre Fire Authority shall consist of five members. Two of the members shall be
appointed by the City and two of the members shall be appointed by the District. The fifth member shall be appointed
by the four members appointed by the City and the Authority. Resolution 2011-047 appoints two members to the
Poudre Fire Authority Board.
STAFF RECOMMENDATION
Staff recommends adoption of the Resolutions.
RESOLUTION 2011-046
OF THE COUNCIL OF THE CITY OF FORT COLLINS
REPLACING THE CITY'S APPOINTED DIRECTOR ON THE
PLATTE RIVER POWER AUTHORITY BOARD OF DIRECTORS
WHEREAS, Platte River Power Authority ("Platte River") was created by an agreement
between the cities of Fort Collins, Loveland, Longmont, and the Town of Estes Park which was
amended and restated as of September 1, 2010 (the "Organic Contract"); and
WHEREAS, under the Organic Contract, the Platte River Board of Directors is comprised
of two members from each of the four member cities,with one such member to be the mayor of each
municipality (or another member of the municipality's governing board designated by the mayor)
and the other to be an individual selected by the municipality's governing body for "judgment,
experience, and expertise which make that person particularly qualified to serve as the director of
an electric utility"; and
WHEREAS,on October 21,2008,the City Council adopted Resolution 2008-103 appointing
Utilities Executive Director Brian Janonis as the City's appointed representative for a term to expire
on December 31, 2012; and
WHEREAS,the Organic Contract states that"any director appointed by the governing board
of a municipality may be removed at any time by such governing board,with or without cause"; and
WHEREAS, the City Council believes that its appointed member of the Plate River Board
should be a member of the City Council.
NOW, THEREFORE, BE IT RESOLVED BY THE COUNCIL OF THE CITY OF FORT
COLLINS that Utilities Executive Director Brian Janonis is hereby removed as the City's appointed
representative to the Platte River Power Authority Board of Directors,and that
is hereby appointed to fill the vacancy created by such removal and to serve as the City's appointed
representative on the Platte River Board for the remainder of the term which expires on December,
31, 2012, or until such appointment is changed by the City Council, whichever first occurs.

RESOLUTION 2011-047
OF THE COUNCIL OF THE CITY OF FORT COLLINS
MAKING APPOINTMENTS TO THE GOVERNING BOARD OF THE
POUDRE FIRE AUTHORITY
WHEREAS, an intergovernmental agreement entered into on December 22, 1981 between
the City and the Poudre Valley Fire Protection District provides for the establishment of a governing
board to administer the Poudre Fire Authority; and
WHEREAS, said governing board is comprised of two members appointed by the City and
two members appointed by the District,with a fifth member to be appointed by these four members;
and
WHEREAS,the City Council desires to appoint two representatives to said governing board
of the Poudre Fire Authority.
NOW, THEREFORE, BE IT RESOLVED BY THE COUNCIL OF THE CITY OF FORT
COLLINS that the following named persons are hereby appointed as regular members of the
governing board of the Poudre Fire Authority:
