HomeMy WebLinkAboutCOUNCIL - AGENDA ITEM - 03/05/2013 - RESOLUTION 2013-018 SUPPORTING THE GRANT APPLICATDATE: March 5, 2013 STAFF: Craig Foreman AGENDA ITEM SUMMARY FORT COLLINS CITY COUNCIL 23 SUBJECT Resolution 2013-018 Supporting the Grant Application for a School Play Yard Grant from the State Board of the Great Outdoors Colorado Trust Fund for the Completion of Linton Elementary Playground. EXECUTIVE SUMMARY The City, in cooperation with Poudre School District, is applying for a Great Outdoors Colorado School Play Yard Grant for the completion of the playground at Linton Elementary School. The City is eligible to sponsor Poudre School District for this grant application and Great Outdoors Colorado requires this resolution expressing City Council support to be submitted as part of the grant application package. No City funding is needed for this grant. BACKGROUND / DISCUSSION Great Outdoors Colorado requires a resolution indicating the City’s support for the project since the City will be sponsoring Poudre School District’s grant request. The School District will be supplying matching funds for the grant. City funds will not be used on the project. This GOCO grant cycle does not compete with other GOCO grant opportunities that the City may apply for. If the grant is successful, the City will enter into a grant agreement with GOCO and an intergovernmental agreement with Poudre School District obligating the School District to meet GOCO’s requirements for this project. The School District will provide grant matching funds for the development of the playground enhancements, ensure the land for the project is owned by the School District, and agree that the project will be maintained in a high quality condition. The playground will include ADA-accessible items such as swings, slides, climbing apparatus and other traditional, school-age play features. FINANCIAL / ECONOMIC IMPACTS The project continues the strong and effective partnerships between the City and Poudre School District. Design, construction, operation and maintenance funding for the playground enhancements will be in the School District’s budgets. STAFF RECOMMENDATION Staff recommends adoption of the Resolution. PUBLIC OUTREACH The Linton School staff, students and parents have been involved in the design process for the development of the playground enhancements. ATTACHMENTS 1. Vicinity map ZIEGLER RD S TIMBERLINE RD E HORSETOOTH RD E HARMONY RD Vicinity Map Exhibit A ± Linton Elementary School ATTACHMENT 1 RESOLUTION 2013–018 OF THE COUNCIL OF THE CITY OF FORT COLLINS SUPPORTING THE GRANT APPLICATION FOR A SCHOOL PLAY YARD GRANT FROM THE STATE BOARD OF THE GREAT OUTDOORS COLORADO TRUST FUND FOR THE COMPLETION OF LINTON ELEMENTARY PLAYGROUND WHEREAS, the City’s Park Planning and Development Department, in partnership with Poudre School District (the “District”), is applying for a School Play Yard Grant from the State Board of the Great Outdoors Colorado Trust Fund (GOCO) to fund the construction of playground improvements at Linton Elementary School (the “Project”); and WHEREAS, School Play Yard projects must be proposed through a partnership between a local government and a school or school district, as local governments are the only entities eligible to apply for GOCO Local Government Grants; and WHEREAS, if the grant request is approved, the amount of the grant could be up to 75% of the Project’s eligible costs, not to exceed a maximum of $100,000; and WHEREAS, the District will provide any required matching funds for the Project, so that no City funds will be spent on the Project; and WHEREAS, if the Project is funded by GOCO, then GOCO will require that the play yard be open to the general public daily, when school is not in session, and the Project budget must include funding for signage that informs the community of the days and hours the play yard is open to the public; and WHEREAS, all property on which GOCO-funded projects are located must be owned by or under control of the applicant; and WHEREAS, the Project will be constructed on property owned by the District, so GOCO would also require the City to enter into an Intergovernmental Agreement with the District governing the District’s construction and maintenance of the Project over its useful life, and granting the City a license to enter on the Project property to complete the Project requirements should the District fail to do so; and WHEREAS, as part of its grant application process, GOCO requires that the governing body of any entity applying for grant funds approve of and show its support for the grant application through a resolution of the governing body; and WHEREAS, should the City receive a GOCO grant for the Project, staff will ask the City Council, by a separate resolution, to authorize the City to enter into a Grant Agreement with GOCO and to enter into an IGA with the District. NOW, THEREFORE, BE IT RESOLVED BY THE COUNCIL OF THE CITY OF FORT COLLINS, that in light of the forgoing, the City Council hereby supports the City’s application for a GOCO School Play Yard Grant, in partnership with Poudre School District, for playground improvements at Linton Elementary School.
