Resolution 2013-017 Accepting the Proposed Donation of the Downtown Development Authority and Lisa Cameron
Art in Action Sculpture.
EXECUTIVE SUMMARY
This Resolution accepts the donation of a five paneled painted steel sculpture that was created during the DDA Art
in Action Project. This sculpture will become part of the City’s Art in Public Places collection.
BACKGROUND / DISCUSSION
The Art in Public Places Guidelines state that all works of art with a value over $10,000 donated to the City of Fort
Collins that are to be placed in a public area, must be approved by the APP Board. Once approved, the Board
recommends that City Council accept the work of art on behalf of the City.
The Downtown Development Authority (DDA), in cooperation with the City of Fort Collins Art in Public Places
Program, worked with local artist Lisa Cameron the summer of 2009 as part of the “Art in Action” project in Old Town
Square. Ms. Cameron set up her painting studio in Old Town Square where the community could see her creative
process first hand. The proposed art donation is the resulting murals on five steel panels that she created in this
process. (Attachment 1). Because Ms. Cameron's contract will not be completed until the panels are installed, both
Ms. Cameron and the DDA currently have an ownership interest in the artwork.
The proposed location for the mural is spanning the garden and sidewalk area on the west side of the Remington
Street Parking Garage on Remington Street. The sculpture will be viewable to pedestrians and traffic on Mountain
Avenue and Remington Street. The sculpture will be placed near the PFA office at this location, so a letter of support
from Fire Chief Tom DeMint is attached. The City’s Engineering Department has verified that the location of the
sculpture will not impede foot traffic (Attachment 1).
The DDA will pay all installation costs and will be responsible for the maintenance of the sculpture in perpetuity.
Poudre Fire Authority was also asked to review the artwork and the location, as their offices are adjacent to the
proposed location. PFA provided a letter indicating their support of the project (See attachment 3)
FINANCIAL / ECONOMIC IMPACTS
This item does not impact the City's general fund account. The original commission for the creation of the artwork
was paid for by the DDA. The sculpture is valued at $45,000. The DDA will spend an additional $30,000 in
installation costs to locate the sculpture on the west side the Remington Street Parking Structure. The DDA will
maintain the artwork in perpetuity.
ENVIRONMENTAL IMPACTS
The DDA will work with the City’s Forestry Department and Parks to not adversely affect the tree roots near the
proposed installation location or hinder future sidewalk snow removal.
STAFF RECOMMENDATION
Staff recommends adoption of the Resolution.

BOARD / COMMISSION RECOMMENDATION
At its January 16, 2013 meeting, the Art in Public Places Board approved the art and recommended that Council
accept this work of art on behalf of the City. (Minutes attached)
PUBLIC OUTREACH
The artist for the Art in Action program was selected through an open competition promoted to Colorado artists. The
artist worked onsite in Old Town Square for approximately three months during the summer. During this time she
interacted with the community and demonstrated the creative process.

OF THE COUNCIL OF THE CITY OF FORT COLLINS
ACCEPTING THE PROPOSED DONATION OF THE
DOWNTOWN DEVELOPMENT AUTHORITY AND LISA CAMERON
ART IN ACTION SCULPTURE
WHEREAS, in the summer of 2009, the Downtown Development Authority (DDA),
sponsored the Art in Action project (the “Project”) in partnership with the City’s Art in Public
Places (APP) program; and
WHEREAS, as part of the Project, the DDA commissioned the artist Lisa Cameron to create
a painted mural project on five steel panels (the “Artwork”), while demonstrating her creative
process to the public in Old Town Square; and
WHEREAS, installation of the Artwork was placed on hold while the DDA sought a suitable
permanent location for its display; and
WHEREAS, the DDA is proposing to place the Artwork on City-owned property spanning
the garden and sidewalk area on the west side of the Remington Street Parking Garage, outside the
Poudre Fire Authority offices; and
WHEREAS, to accommodate this objective, the DDA and Ms. Cameron wish to donate the
Artwork to the City; and
WHEREAS, the value of the Artwork is estimated at $45,000; and
WHEREAS, as part of the donation, the DDA will also spend $30,000 to install the Artwork
and will maintain the Artwork in perpetuity; and
WHEREAS, Section 23-309 of the City Code states that works of art with a value of $300
or more donated to the City to be placed in a public area may be accepted only with approval of the
Art in Public Places Board (the “APP Board”), and all such works with a value of $10,000 or more
may be accepted only with approval of the City Council, upon review of the proposed donation and
the recommendation of the APP Board; and
WHEREAS, at its regular meeting on January 16, 2013, the APP Board evaluated the
proposed donation of the Artwork based on the City’s Art in Public Places Guidelines and
recommended that the City Council accept the donation.
NOW, THEREFORE, BE IT RESOLVED BY THE COUNCIL OF THE CITY OF FORT
COLLINS, that the City Council hereby accepts the proposed donation of the painted mural panels
created by artist Lisa Cameron as part of the 2009 Art in Action Project.
Passed and adopted at a regular meeting of the Council of the City of Fort Collins this 5th
day of March A.D. 2013.
