1. Call Meeting to Order.
2. Student Housing Action Items Follow Up. (staff: Laurie Kadrich, Ted Shepard, Seth
Lorson; 30 minute discussion)
At City Council’s direction, the Community Development and Neighborhood Services
(CDNS) department analyzed what immediate measures Council could consider enacting
to help mitigate adverse impacts of current and future multi-family housing (primarily
intended as student housing) in areas adjacent to single family neighborhoods. Staff also
examined what measures need more study and a timeline when Council could expect
those measures to be ready for consideration.
3. Oil and Gas Extraction Regulation Update. (staff: Dan Weinheimer; 1 hour discussion)
City Council has directed staff to present options to regulate oil and gas exploration and
recommend ways to mitigate the impacts on the community.
Staff will present an update on actions to date, lessons learned, non-regulatory options,
and seek Council direction regarding potential regulations. Non-regulatory options
identified to date include executing an intergovernmental agreement with state regulators
to give the City well site inspection authority, petitioning to protect parks and natural
areas, developing robust internal and public processes, and negotiating surface use
agreements with operators. Regulatory options identified include Land Use Code
changes to ensure public protection and City Code changes to define a local permitting
process.
4. Update on the City Manager’s 2013-2014 Recommended Budget. (staff: Darin
Atteberry, Mike Beckstead; 30 minute discussion)
The City Manager’s 2013-2014 Recommended Budget will be delivered to City Council
and available to the public on August 31, 2012. This work session will review the
economic assumptions that are being incorporated into the City Manager’s 2013-2014
Recommended Budget and provide an overview of the major themes based on the work
to date. Staff will outline the remaining key steps and discuss the City Council process
regarding adoption of the Recommended Budget. Discussion of the Recommended
Budget will take place during three work sessions and two public hearings in September
and October.
5. 2012 Streets and Stormwater Site Development Initiatives. (staff: Aaron Iverson, Basil
Hamdan, Amy Lewin, Pete Wray; 90 minute discussion)
The 2012 Green Initiative (Streets and Stormwater Site Development) addresses several
sustainability elements while encouraging collaboration between the Planning,
Development, and Transportation Service Unit (PDT) and Fort Collins Utilities’
Stormwater Division. The four related projects are an extension of sustainable practices
and concepts recently implemented through the adoption of the Green Building Code,
beyond the building envelope to development sites and City streets and consist of:
1. Updates to the City streetscape/landscape standards in the Larimer County Urban
Area Street Standards (LCUASS)
2. Development of a new, more flexible City urban street standard
3. Development and implementation of a new Low Impact Development (LID)
policy and associated criteria
4. The design and construction of a demonstration project to incorporate and test
elements from the other projects.
