EXECUTIVE SUMMARY The City’s Charter provides that service areas are provided by ordinance upon the recommendation of the City Manager. This Ordinance amends the City Code, per the City Manager’s recommendation, to create a Planning, Development, and Transportation Service Area, reflecting changes in roles and reporting relationships. BACKGROUND / DISCUSSION The City’s Charter provides that service areas are to be established by ordinance upon the recommendation of the City Manager. The City Code was amended in 2011 to establish a Policy, Planning, and Transportation (PPT) Service Area comprised of the Planning, Development, and Transportation (PDT) Service Unit and the Policy and Project Manager. Deputy City Manager Jones oversees the PPT service area. The current City organizational structure is reflected in Attachment 1. As Deputy City Manager Jones’ roles and responsibilities change, PDT, led by Director Karen Cumbo, will become a direct report to City Manager Darin Atteberry. As a result, it is necessary to amend the existing City Code provisions to reflect the new Planning, Development and Transportation Service Area name and to remove the policy, special projects and strategic planning from the responsibilities of the service area. Deputy City Manager Jones will retain supervision of those functions, as well as supervision of the City Clerk’s Office. STAFF RECOMMENDATION Staff recommends adoption of the Ordinance on First Reading. ATTACHMENTS 1. Existing City of Fort Collins organizational chart 2.
