SUBJECT:
Second Reading of Ordinance No. 16, 2001, Appropriating Prior Year Reserves in the Street
Oversizing Fund and Unanticipated Revenue in the Capital Projects Fund and Authorizing the
Transfer of Appropriations from the Street Oversizing Fund to the Capital Projects Fund for the
Harmony and Timberline Roadway Project.
RECOMMENDATION:
Staff recommends adoption of the Ordinance on Second Reading.
EXECUTIVE SUMMARY:
Arterial street improvements are planned for the Harmony Road-Timberline Road intersection.
These intersection improvements will construct additional auxiliary turn lanes on all legs of the
intersection. These improvements are needed to mitigate the traffic impacts of the commercial
and hospital developments. Harmony Road will also be improved from the Union Pacific
Railroad tracks on the west end of the project, east to the Poudre Valley Hospital (PVH) entrance
on Harmony Road (Approximately 4000 linear feet). This Ordinance was unanimously adopted
on First Reading on February 6, 2001.

This Ordinance appropriates$360,000 in prior year reserves from Contributions
in Aid of Construction received last year from Dial Properties,and transfers that amount,together with an additional
$2.514,531 (totaling $3,414,276) from the Street Oversizing Fund, into the Capital Projects Fund, and appropriates

contributing developments, through the Street Oversizing Program.
BACKGROUND:
Over the past two years staff has completed the design of the Harmony and Timberline Roadwav
Project. The Colorado Department of Transportation has worked with City staff to coordinate
improvements on Harmony Road (State Highway 68) to meet the State's highway standards.
The improvements will widen the Harmony-Timberline intersection to include double left turn
lanes and dedicated right turn lanes on all legs of the intersection. Landscaped medians will be
installed to provide access control, and a new signal will be installed at the Timberline-
Timberwood intersection. The improvements will also widen Harmony Road from the Union
Pacific Railroad tracks east to the PVH entrance on Harmony Road. The project is planned to

begin construction in the spring of 2001, with final completion and landscaping to be completed
in the fall of 2001.
