Please call 221-6515 (TDD 224- 6001) for assistance. WORK SESSION June 12, 2012 6 p.m. 1. Call Meeting to Order. 2. Boards and Commissions Periodic Review. (staff: Darin Atteberry; 90 minute discussion) Each year Council meets with several boards and commissions to review their functions and goals. This year Council will review the following boards and commissions: • Affordable Housing Board • Golf Board • Water Board • Youth Advisory Board 3. Potential Ballot Questions for a November 2012 Special Election and/or April 2013 Regular Election. (staff: Diane Jones, Rita Harris, Steve Roy; 1 hour discussion) Councilmembers expressed an interest in discussing election-related ballot questions to be placed before the electorate at a special election to be held in conjunction with the November Presidential Election or at the City’s April 2013 Regular Election. One possible City Code amendment was also mentioned. Topics identified for discussion include: June 12, 2012 • Councilmember/Mayoral Term Limits (Charter amendment) • Council District Configuration/At-large Representation (Charter Amendment) • Campaign Contribution Limits (City Code Amendment) In addition to the topics identified by Council, staff has also compiled a list of several “housekeeping” Charter amendments for Council consideration. Those suggested amendments are described in more detail below. 4. Oil and Gas Extraction Regulation and Mitigation within Fort Collins. (staff: Dan Weinheimer; 45 minute discussion) The City of Fort Collins seeks to update its land use regulations concerning oil and gas exploration, and develop options for mitigating impacts upon the community. Staff expects this will be a complex and controversial process that requires cooperation and coordination with the Colorado Oil and Gas Conservation Commission (COGCC), oil and gas industry representatives, Fort Collins residents, and other interested stakeholders. In order to ensure the resulting regulations match community expectations, an extensive public engagement process is recommended. Staff has formed a multidisciplinary team to address this project with a project manager assigned from the City Manager’s office. Staff is gathering information about regulation, meeting with other agencies and with stakeholders in the regulatory process, engaging the resources of Colorado State University and others, and will engage residents in public engagement. Staff seeks feedback from the City Council as to both process and areas of desired regulation. 5. Other Business. 6. Adjournment.
