RECOMMENDATION: Staff recommends adoption of the Resolution. EXECUTIVE SUMMARY: A vacancy currently exists on the Commission on Disability due to the resignation of David Marckres. Councilmember Byrne and Mayor Martinez reviewed the applications on file and are recommending that Jill Lancaster be appointed to fill the vacancy with a term to begin immediately and to expire on December 30, 2003. A vacancy currently exists on the Human Relations Commission due to the resignation of Dolores Kueffler. Councilmember Bertschy and Mayor Martinez reviewed the applications on file and are recommending that Rita Klepac be appointed to fill the vacancy with a term to begin immediately and to expire on December 30, 2004. A vacancy also exists on the Library Board due to the resignation of Edward Jakubauskas. Councilmembers Byrne and Mason reviewed the applications on file and are recommending that Joan Scheuerman be appointed to fill the vacancy with a term to begin immediately and to expire on December 30, 2001. RESOLUTION 2001-27 OF THE COUNCIL OF THE CITY OF FORT COLLINS MAKING APPOINTMENTS TO VARIOUS BOARDS AND COMMISSIONS WHEREAS, a vacancy exists on the Commission on Disability due to the resignation of David Mackres; and WHEREAS, a vacancy exists on the Human Relations Commission due to the resignation of Dolores Kueffler; and WHEREAS, a vacancy exists on the Library Board due to the resignation of Edward Jakubauskas; and WHEREAS, Council wishes to fill said vacancies. Why do you want to become a member of this particular board or commission? 1 would like to put my skills to use on a board that makes a real difference to individuals in need. Briefly explain what you believe are the three most important issues facing this board or commission,and how do you believe this board or commission should address each issue? 1) Public Awareness and Visibility It looks as though the commission has done a good job of addressing the issue of visibility with community groups and employers. I would like to see the board work to increase awareness of disability issues to the public,especially those without disabilities. 2) Providing Services for mental and emotional disabilities. The board should specifically address these disabilities as they sometimes get lost in the shuffle and are not as apparent as physical disabilities. 3) List any abilities,skills,licenses,certificates,specialized training,or interests you have which are applicable to this board or commission: Having been the executive director of a non-profit organization,I have a unique perspective into the workings of volunteer boards. My Master's thesis was on the effectiveness of training and orientation for volunteer boards. Klepac 617 Smith Street Fort Collins, Colorado 80524 home (970) 472-8428 work (970) 350-5934 I moved to Fort Collins, Colorado, in July, via Arizona, from Kansas City, Missouri, where I'd lived since 1978. I had the opportunity this past summer to participate in the Northern Goshawk Project with the National Forest Service on the Kaibab Plateau,just north of the Grand Canyon. This is a huge project, headed by Dr. Richard Reynolds, a leading authority on endangered raptors, that was begun in 1991 to determine whether or not the harvesting of trees on the plateau was detrimentally affecting the goshawk population in the area. Since moving to Colorado I have been working, through Volt, as an administrative assistant at Hewlett Packard(Greeley)to support the Colorado Digital Imaging (CDI ) Scanner Planning team, and really testing my computer skills! From 1992 until May, 2000, I was the Special Events Coordinator at the Harry S. Truman Presidential Library where I initiated, developed,juggled(!),promoted and implemented hundreds of events and activities, from scheduling meeting spaces for local organizations to working with the State Department on arrangements for Secretary of State Madeleine Albright's visit and internationally televised NATO expansion ceremony! . From 1988-1992 I was Director of Educational Outreach at the National Archives and Records Administration- Central Plains Region(Kansas City, Missouri) where I was responsible for all aspects of educational outreach programs. Using holdings of the National Archives, I conceived, developed and implemented programs that introduced students to research using primary resource materials. From 1984-1988, I was an Archives Aide at the same facility (National Archives - Central Plains Region. Among my other responsibilities, I was the primary coordinator for public programs and presentations. For many of the years between 1969-1984, I was an elementary school teacher, grades three and four, in Birmingham, Michigan, Decatur, Illinois, and Kansas City, Missouri. I recently was elected to the Board of GEMS (Gender Equity in Math and Science). I have actively served on the Board of Directors for the Youth Symphony of Kansas City, Kansas City Area Archivists, and the Kansas City Academy of Learning. For 10 years I was active with AFS Intemational/Intercultural Student Exchange program as a district representative, host mom, and chaperone/coordinator for the end of year bus trip. I am an energetic woman whose hobbies include backpacking, and long-distance touring on my little green Trek.
