RECOMMENDATION: Staff recommends adoption of the Resolution. EXECUTIVE SUMMARY: The City Council has had numerous discussions about service priorities and how to fund key services and facilities in our community. To guide the City's financial planning, in 19999 the City Council adopted a resolution that incorporated the principles of budget planning into the City's Financial and Management Policies. Those principles categorized and prioritized City services into the following three categories: • Primary Services — services that are necessary for the good of the entire community and are basic to he safety, health and welfare of the community. • Secondary Services — services that enhance the quality of life of the residents and, to many, increase the value of living and working in the community. • Support Services—services that provide the management,guidelines and operational assistance to carry out the provision of primary and secondary services. Several of the City's primary services are currently underfunded. In other words, the City does not have adequate resources to provide the level of service that City Council and the community thinks is appropriate. For example, the level of police staffing should be increased and we need to be providing more maintenance to our existing streets to keep them in good condition. This Resolution reflects the commitment that City Council and the City Manager will make every effort to provide the necessary resources to ensure that primary services, as a priority, are funded and operating at an appropriate level of service. RESOLUTION 2001-21 OF THE COUNCIL OF THE CITY OF FORT COLLINS REGARDING BUDGET PRIORITIES WHEREAS,the City provides a full-range of municipal services to the residents of the City; and WHEREAS, it is the responsibility of the City Council to adopt a budget and manage the resources available to the City in such manner as will best meet the services needs of the residents of the City; and WHEREAS, to aid in the planning and allocation of these resources, the City Council has categorized and prioritized City services into the following three categories: • Primary services — those services that are necessary for the good of the entire community and that are basic to the safety, health and welfare of the community. • Secondary services—those services that enhance the quality of life of the residents and, to many, increase the value of living and working in the community. • Support services — those services that provide the management, guidelines and operational assistance to carry out the provision of primary and secondary services. WHEREAS, many of the City's primary services are underfunded to meet existing service standards and community expectations; and WHEREAS,projections of future service needs and anticipated revenues indicate a growing gap between the two. NOW,THEREFORE, BE IT RESOLVED BY THE COUNCIL OF THE CITY OF FORT COLLINS as follows: Section 1. That,in preparing the biennial budget,the City Manager shall provide to the City Council information as to the current level of primary services and,if primary services are not, in the City Manager's judgment, operating at the appropriate level (according to current service standards and/or community expectations), the information shall specify the additional City resources that would be necessary to reach the such level of service. Section 2. That, in formulating each recommended biennial budget, the City Manager shall give priority consideration to minimizing or closing any funding gaps related to Primary Services. Section 3. That,in considering the adoption of the biennial budget,the City Council will give priority consideration to minimizing or closing the funding gaps related to Primary Services.
