RECOMMENDATION: Staff recommends adoption of the Resolu tion. EXECUTIVE SUMMARY: The Resolution amends the process for evaluating the performance of the City Manager,City Attorney and Municipal Judge in two respects. First, it establishes a deadline for the employees to submit to the Council their compensation requests for the ensuing year. Second,it amends the process for approval of any changes in the compensation of the employees,and any revisions to the employees'contracts,so as to allow for more flexibility in the timing of the ordinance and resolution accomplishing such changes. BACKGROUND: On October 17, 2000, Council adopted Resolution 2000-123 establishing a process for evaluating the performance of the City Manager, City Attorney and Municipal Judge. The process had been proposed to the Council by the affected employees and the Council Governance Committee, after a series of meetings of the Committee. During the annual performance reviews of the City Manager, City Attorney and Municipal Judge, Council and staff identified a need for two changes in the process, and this Resolution would accomplish those changes. First, a deadline needs to be established for the employees' submission of any compensation requests to the Council. The deadline proposed in this Resolution would be one week prior to the employees'evaluations. Secondly,the provisions of the resolution relating to the Council's approval of any change in the employees'compensation and any revisions to their contracts needs to be amended to allow for more flexibility in the timing of the ordinance and resolution that would approve those changes. At present,the resolution calls for the ordinance to be adopted no later than the last meeting in November. The purpose for this is to ensure that the ordinance will be adopted in sufficient time for the change in compensation to take effect as of the first full pay period of the ensuing year. Because, in a given year,that goal can be accomplished even if the ordinance is heard on first reading in December,the language has been changed to allow more flexibility in the deadline for adoption of the ordinance. Similarly, the language of the original resolution would be amended to allow for the approval of any contract revisions to take place on either first or second reading of the ordinance approving the change in compensation. RESOLUTION 2001-18 OF THE COUNCIL OF THE CITY OF FORT COLLINS AMENDING RESOLUTION 2000-123 PERTAINING TO THE PROCESS FOR EVALUATING THE PERFORMANCE OF THE CITY MANAGER, CITY ATTORNEY AND MUNICIPAL JUDGE WHEREAS, on October 17, 2000, the City Council adopted Resolution 2000-123 establishing a process for evaluating the performance of the City Manager, City Attorney and Municipal Judge; and WHEREAS, having utilized such process, the Council has identified the need for two changes to the process and wishes to amend Resolution 2000-123 accordingly. NOW,THEREFORE, BE IT RESOLVED BY THE COUNCIL OF THE CITY OF FORT COLLINS as follows: Section 1. That Section L(E)of Resolution 2000-123 shall be amended so as to read in its entirety as follows: E.
