SUBJECT:
Second Reading of Ordinance No. 8, 2001, Appropriating Prior Year Reserves in the Street
Oversizing Fund and Authorizing the Transfer of Appropriations from the Street Oversizing
Fund to the Capital Projects Fund for the Timberline and Drake Roadway Improvements.
RECOMMENDATION:
Staff recommends adoption of the Ordinance on Second Reading.
EXECUTIVE SUMMARY:
Arterial street improvements are planned for approximately one mile of Timberline Road, from
Vermont Drive to approximately 2000 feet north of the intersection with Drake Road. Drake
Road will be improved from the Union Pacific Railroad tracks on the west end of the project to
approximately 1000 feet east of the intersection with Timberline Road. The project will
construct full intersection improvements including auxiliary turn lanes. Ordinance No. 8, 2001,
was unanimously adopted on First Reading on January 16, 2001.

BACKGROUND:
Over the past two years staff has completed the design of the Timberline and Drake Roadway
Improvements Project. This project is being constructed in conjunction with the Rigden Farm
development and is fully funded by development through the Street Oversizing Program. The
improvements will span on Timberline Road from Vermont Drive to 2000 feet north of the
intersection and on Drake Road from the Union Pacific Railroad tracks east of the intersection
1000 feet. The project is planned to begin construction in the spring of 2001, with final
completion and landscaping to be completed in the fall of 2001.
The improvements to Timberline Road include widening Timberline Road to a four-lane arterial
with landscaped medians. This widening will accommodate turn lanes at Custer Drive and

Sagebrush Drive, as well as entrances to future development on Timberline and to Sagebrush
Drive on Drake Road. There will be double left turn lanes constructed with this project on all
approaches to the intersection of Timberline and Drake. The improvements will include curb
and gutter, 8 foot sidewalks, 8 foot bike lanes, colored concrete handicap access ramps, full
length medians with plantings and hardscaping, asphalt and concrete paving with decorative
crosswalks, and storm sewer and waterline installation. An important feature of this project is
the effort to preserve the existing ash trees in the landscaped medians.
The Pavement Management Program will take advantage of this construction project to complete
some repair and maintenance work adjacent to the project. These improvements will be
completed as part of the same cti tr ,, f ing of these repairs is already
budgeted and appropriated.
In order to take this project to to o ction ' spring, funding for the project
must be appropriated into the Capital Project Fund.
