Please call 221-6515 (TDD 224- 6001) for assistance. City Council Work Session August 26, 2014 After the Skyview General Improvement District #15 Meeting, which begins at 6 PM  CALL TO ORDER. 1. Status of the City Manager’s 2015-2016 Recommended Budget. (staff: Darin Atteberry, Mike Beckstead, Lawrence Pollack; 20 minute staff presentation; 1 hour discussion) The purpose of this item is to review the assumptions included in the 2015-16 City Manager's Recommended Budget which will be delivered to City Council and available to the public on August 29, 2014. This work session will review the economic assumptions that are being incorporated into the City Manager’s 2015-2016 Recommended Budget and provide an overview of the major themes based on the work to date. Staff will outline the remaining key steps and discuss the City Council process regarding adoption of the City of Fort Collins 2015-2016 Biennial Budget. Discussion of the Recommended Budget will take place during three work sessions and two public hearings in September and October. 2. 2014 Bicycle Master Plan. (staff: Tessa Greegor; 10 minute staff presentation; 45 minute discussion) The purpose of this work session is to provide City Council with an overview of the 2014 Bicycle Master Plan process, public outreach and initial Plan recommendations. Staff invites feedback and direction on the Plan recommendations, including the proposed bicycle network approach and recommended bicycle facility improvements, bicycle programming approach, implementation and prioritization strategies, and next steps in the planning process. City of Fort Collins Page 2 3. Midtown in Motion: College Avenue Transportation Study. (staff: Aaron Iverson; 10 minute staff presentation; 1 hour discussion) The purpose of this item is to update City Council on the status of the Midtown in Motion: College Avenue Transportation Study. Phase 3 of the project is near completion which includes the proposed draft final alternative. Staff invites feedback and direction on proposed final alternative for improving circulation for all modes in Midtown. 4. West Central Area Plan, including Prospect Corridor Design. (staff: Rebecca Everette, Ted Shepard, Amy Lewin; 10 minute staff presentation; 30 minute discussion) The purpose of this item is to request feedback from Council on the next steps for the West Central Area Plan, which is an update to the 1999 West Central Neighborhoods Plan. Planning Services and FC Moves staff initiated the planning process in February 2014 and expect to bring the final plan to Council for consideration of adoption in early 2015. With consultant support, the project team is currently completing the existing and future conditions analysis and wrapping up the public outreach associated with crafting an updated vision for the area. The current focus is on identifying policy options and narrowing down various options for three overarching topic areas: Land Use & Neighborhood Character, Transportation & Mobility, and Open Space Networks. The design of the segment of Prospect Road between Shields Street and College Avenue is a key component of the Plan, and a range of alternatives are being analyzed to determine how to best provide safety for bikes and pedestrians while recognizing that Prospect Road serves as a major vehicular corridor for the larger region.  OTHER BUSINESS.  ADJOURNMENT.
