Items Relating to Appropriation of Grant Revenues for Police Services.
RECOMMENDATION:
Staff recommends adoption of the Ordinances on First Reading.
FINANCIAL IMPACT:
The City has received the following two grants for Police Services: (1) A grant from the U.S.
Department of Justice, Local Law Enforcement Block Grant (LLEBG) program in the amount of
$75,275 for the procurement of equipment and technology relating to basic law enforcement
functions. This grant requires a cash match of$8,364, which will be met by the existing Police
10 Service budget; and (2) a second grant in the amount of $30,000 has been received from the
Office of Juvenile Justice, Division of Criminal Justice (DCJ) to provide salaries for the
continuation of the Youth Community/Family Conferencing Program.
EXECUTIVE SUMMARY:
A. First Reading of Ordinance No. 198, 2001, Appropriating Unanticipated Revenue in the
General Fund for Police Services and Authorizing the Transfer of Matching Funds
Previously Appropriated in the Police Services Operating Budget to the Grant Project.
B. First Reading of Ordinance No. 199, 2001, Appropriating Unanticipated Grant Revenue
in the General Fund for Police Services for the Youth Community/Family Conferencing
Program.
Local Law Enforcement Block Grant (LLEBG): Fort Collins Police Services has been
awarded a grant under the U.S. Department of Justice, Local Law Enforcement Block Grant
(LLEBG) program in the amount of$75,275 for the procurement of equipment and technology
relating to basic law enforcement functions. A local cash match of$8,364 is required and will
be met by the existing Police Services budget. The grant funds will be used to purchase
computer, video, and photo imaging equipment, as well as a flexible articulating borescope for
SWAT use.
A condition of the grant requires that input be sought from an Advisory Board who will make a
non-binding recommendation to the U.S. Department of Justice on the agency's use of the funds.

The Advisory Board, consisting of representatives from local law enforcement, the prosecutor's
office, the court system, public school system, and a non-profit agency active in crime
prevention or treatment, reviewed the project, and supported the proposed use of the grant funds.
In addition, a public hearing was held on August 8, 2001, to receive comments on the proposed
use of the grant funds from any Fort Collins citizens. No one attended the public hearing and no
comments were received.
Documentation on the Advisory Board meeting and public hearing was sent to the U.S.
Department of Justice and final notice of grant award was received. The grant period is from
August 16, 2001 to August 15, 2003.
Office of Juvenile Justice, Division of Criminal Justice (DCJ) Grant: A second grant in the
amount of$30,000 has been received from the Office of Juvenile Justice, Division of Criminal
Justice (DCJ) for salaries associated with the continued operation of a Youth Community/Family
Conferencing (restorative justice) Program. Restorative justice is an alternative method of
holding a youth offender accountable for his or her actions by conferencing with the youth and
the victim to develop appropriate consequences for the offense. By learning to understand the
impacts of their actions on the victim, Criminal Justice Officials are optimistic repeat offenses
will be reduced. No cash match is required.
The grant period is from October 1, 2001 to September 30, 2002.

ORDINANCE NO. 198, 2001
OF THE COUNCIL OF THE CITY OF FORT COLLINS
APPROPRIATING UNANTICIPATED REVENUE IN THE GENERAL FUND
FOR POLICE SERVICES AND AUTHORIZING THE TRANSFER OF MATCHING
FUNDS PREVIOUSLY APPROPRIATED IN THE POLICE SERVICES
OPERATING BUDGET TO THE GRANT PROJECT
WHEREAS, the City of Fort Collins Police Services has been awarded a grant under the
United States Department of Justice,Local Law Enforcement Block Grant program(LLEBG)in the
amount of$75,275; and
WHEREAS, the LLEBG funds are to be used for the procurement of equipment and
technology related to basic law enforcement functions; and
WHEREAS,the LLEBG program required that an Advisory Board be formed to review the
use of the grant funds and make a non-binding recommendation to the United States Department of
Justice on the agency's use of the funds; and
WHEREAS, an Advisory Board was formed consisting of representatives from local law
enforcement,the prosecutors's office,the court system,the public schools,and a non-profit agency
active in crime prevention or treatment; and
WHEREAS,the Advisory Board reviewed the project and supported the proposed use of the
LLEBG funds; and
WHEREAS,the grant requires$8,364 of City matching funds,which have been included in
the 2001 Police Services budget for this purpose and are available for transfer to the Police Services
LLEBG project; and
WHEREAS,Article V, Section 9, of the Charter of the City of Fort Collins (the"Charter")
permits the City Council to make supplemental appropriations by ordinance at any time during the
fiscal year,provided that the total amount of such supplemental appropriations,in combination with
all previous appropriations for that fiscal year,do not exceed the then current estimate of actual and
anticipated revenues to be received during the fiscal year; and
WHEREAS,Article V, Section 10, of the Charter authorizes the City Council to transfer by
ordinance any unexpended and unencumbered amount or portion thereof from one project to another
project, provided that the purpose for which the transferred funds are to be expended remains
unchanged.
NOW, THEREFORE,BE IT ORDAINED BY THE COUNCIL OF THE CITY OF FORT
COLLINS as follows:
Section 1. That there is hereby appropriated from unanticipated grant revenue in the
General Fund the sum of SEVENTY-FIVE THOUSAND TWO HUNDRED AND SEVENTY-FIVE
DOLLARS ($75,275) for expenditure in the General Fund for the Police Services LLEBG project
and appropriated therein.
Section 2. That the unexpended appropriated amount of EIGHT THOUSAND THREE
HUNDRED SIXTY-FOUR DOLLARS($8,364)is authorized for transfer from the Police Services
operating budget in the General Fund to the Police Services LLEBG project and appropriated therein.

Grant Program in the amount of$30,000; and
WHEREAS, the grant is to be used to provide operating expenses for the Youth
Community/Family Conferencing Program; and
WHEREAS, the grant funds will help pay for salaries associated with the continued
operation of the Youth Community/Family Conferencing Program; and
WHEREAS,Article V, Section 9,of the Charter of the City of Fort Collins permits the City
Council to make supplemental appropriations by ordinance at any time during the fiscal year,
provided that the total amount of such supplemental appropriations,in combination with all previous
appropriations for that fiscal year,does not exceed the then current estimate of actual and anticipated
revenues to be received during the fiscal year.
NOW, THEREFORE, BE IT ORDAINED BY THE COUNCIL OF THE CITY OF FORT
