Please call 221-6515 (TDD 224- 6001) for assistance. City Council Work Session August 12, 2014 6:00 PM  CALL TO ORDER. 1. Possible Charter Amendments for the April 7, 2015 Regular Election. (staff: Wanda Nelson, Rita Knoll, Carrie Daggett; 10 minute staff presentation; 45 minute discussion) The purpose of this item is to discuss possible Charter Amendments for voter consideration at the April 7, 2015 Municipal Election. 2. Climate Action Plan - Framework. (staff: Lucinda Smith; 15 minute staff presentation; 30 minute discussion) The purpose of this work session is to summarize the framework and timeframe for the Climate Action Plan (CAP) update and seek feedback from City Council. In April, City Council asked that an ad hoc committee be formed to develop a proposed updated Climate Action Plan that describes the steps the community can take to achieve a greenhouse gas emissions reduction goal of 20% below 2005 levels by 2020, and 80% below 2005 by 2030, and carbon neutrality (a 100% reduction in net greenhouse gas emission) by the year 2050. The Citizen Advisory Committee has been convened and consultants and staff are preparing for analysis. The CAP will be developed through a systematic process that identifies strategies to reduce emissions from building energy usage, energy supply, transportation, and waste that, when summed, will meet the reduction goals. Costs for implementing the strategies will also be estimated. Alternative implementation rates will be evaluated and discussed with the objective to develop a recommended pathway to present to City Council. Public awareness and engagement is critical to success, so key “narrative” concepts are proposed that can describe and communicate the impacts and opportunities to the community from an updated Climate Action Plan. Staff wishes to seek Council feedback on these concepts so that the analysis process will deliver results in a format that CITY COUNCIL City of Fort Collins Page 2 is useful. Additionally, staff will review anticipated timing of deliverables to City Council and seek feedback. 3. Natural Areas Master Plan – 2014 Update. (staff: Mark Sears, John Stokes, Karen Manci; 10 minute staff presentation; 1 hour discussion) The purpose of this item is to garner Council review of the draft Natural Areas Master Plan (Plan). This ten-year Plan will update and replace the current “Land Conservation and Stewardship Master Plan” which was adopted by Council in 2004. Natural Areas staff spent the last two years gathering input from the citizens of Fort Collins as well as the citizens of Larimer County as to the future of the City’s natural areas. In short, citizens continue to have a high level of enthusiasm and satisfaction with the City’s land and habitat conservation and outdoor recreation efforts. In survey data and in public forums citizens clearly expressed their desire for the City to continue its efforts to conserve diverse lands and to provide outdoor recreation opportunities, in particular opportunities for walking, hiking, and biking. This draft Plan identifies a series of priorities that are in alignment with citizen desires, the foundational language of the citizen-initiated sales taxes, City Plan Principles and Policies, and the Department’s core conservation mission.  OTHER BUSINESS.  ADJOURNMENT.
