HomeMy WebLinkAboutCOUNCIL - AGENDA ITEM - 09/18/2001 - RESOLUTION 2001-121 AUTHORIZING THE LEASE OF A POR AGENDA ITEM SUMMARY ITEM NUMBER: 18 DATE: September 18,2001 FORT COLLINS CITY COUNCIL Tom Frazier STAFF: Helen Matson SUBJECT: Resolution 2001-121 Authorizing the Lease of a Portion of the City-Owned Property at 250 North Mason Street, Fort Collins, Colorado to Texas, New Mexico & Oklahoma Coaches, Inc. ("TNM&O"). RECOMMENDATION: Staff recommends adoption of the Resolution. FINANCIAL IMPACT: The City will lease to TNM&O 190 square feet of office space, one bicycle locker for storage, and an outdoor bus stop area. The City's income will be: • Office Space - $3,144 annually; • Bicycle Locker- $2,500 one time reimbursement; • Interior/exterior signs - $2,196 one time reimbursement. TNM&O will pay a security deposit of $500 and will be required to carry the necessary commercial general liability insurance, commercial automobile liability insurance, and worker's compensation insurance. EXECUTIVE SUMMARY: Adoption of this Resolution will permit the City to enter into a two-year lease with TNM&O for rental of space at the Downtown Transit Center. This action will provide for over-the-road coaches from TNM&O, Greyhound, and Powder River (TNM&O has operating agreements with Greyhound and Powder River) to operate from one central multi-modal facility. Since 1998, City staff has been working on developing a facility where the public could easily access over- the-road buses and various City transportation modes. Through this lease agreement, the quality of bus service will improve. TNM&O expects to have 12 buses utilize the facility daily. Additionally, payments from TNM&O will assist in offsetting the operational expenses for the transit center. RESOLUTION 2001-121 OF THE COUNCIL OF THE CITY OF FORT COLLINS AUTHORIZING THE LEASE OF A PORTION OF THE CITY-OWNED PROPERTY AT 250 NORTH MASON STREET, FORT COLLINS, COLORADO TO TEXAS,NEW MEXICO& OKLAHOMA COACHES, INC. ("TNM&O") WHEREAS, the City of Fort Collins is the owner of property known as the Downtown Transit Center (the "Center") located at 250 North Mason Street, Fort Collins, Larimer County, Colorado; and WHEREAS,the Center is being constructed to be operated as a central multi-modal facility; and WHEREAS, the City desires to lease to Texas New Mexico & Oklahoma Coaches, Inc. ("TNM&O)a 190 square foot portion of the Center,together with one bicycle storage locker and the use of an outdoor bus stop area (the "Premises"), for the purpose of providing over the road transportation, at an annual rent of$3,144; and WHEREAS, under Section 23-114 of the Code of the City of Fort Collins, the Council is authorized to lease any and all interests in real property owned in the name of the City,provided that Council first finds that the lease is in the best interests of the City. NOW,THEREFORE,BE IT RESOLVED BY THE COUNCIL OF THE CITY OF FORT COLLINS as follows: Section 1. That the Council hereby finds that leasing the Premises to TNM&O under the terms listed above is in the best interests for the City of Fort Collins. Section 2. That the Mayor is hereby authorized to a lease agreement including such terms and conditions as the City Manager, in consultation with the City Attorney, determines to be necessary and appropriate to protect the interests of the City, consistent with the terms of this Resolution. Passed and adopted at a regular meeting of the City Council held this 18th day of September, A.D. 2001.
