HomeMy WebLinkAboutCOUNCIL - AGENDA ITEM - 05/15/2001 - FIRST READING OF ORDINANCE NO. 93, 2001, APPROPRIA AGENDA ITEM SUMMARY ITEM NUMBER: 15 FORT COLLINS CITY COUNCIL DATE: May 15, 2001 STAFF: Tom Frazier SUBJECT: First Reading of Ordinance No. 93, 2001, Appropriating Unanticipated Revenue and Authorizing the Transfer of Appropriations for the Local and Regional Transportation Demand Management Programs the Regional Vanpool Program and Transportation Planning. RECOMMENDATION: Staff recommends adoption of the Ordinance on First Reading. FINANCIAL IMPACT: This Ordinance appropriates $91,000 in Federal Small Urban (STM) funds and $16,529 in Congestion Mitigation and Air Quality (CMAQ) funds managed by the Colorado Department of Transportation and the North Front Range Transportation and Air Quality Planning Council. The unanticipated funds will be appropriated in the Transportation Fund for use in Transportation Demand Management, Air Quality, and alternative fuel programs. The local match of$3,471 will be provided by City departments and is currently budgeted. EXECUTIVE SUMMARY: The $91,000 is unspent 2000 Regional TDM program funds. In April 2001, the North Front Range Transportation and Air Quality Planning Council approved expenditures of these funds on SMARTTrips marketing and business outreach activities, the purchase of a van for the VanGO program, and support of MPO administrative expenses. The $16,529 CMAQ funds will be used to pay for accounting support of the 12 City CMAQ projects — TDM, air quality, and alternative fuel activities. The funding for the CMAQ projects is through a contract with the Colorado Department of Transportation, and the funding for these projects was approved by Council at its February 20, 2001 meeting. ORDINANCE NO. 93, 2001 OF THE COUNCIL OF THE CITY OF FORT COLLINS APPROPRIATING UNANTICIPATED REVENUE AND AUTHORIDNG THE TRANSFER OF APPROPRIATIONS FOR THE LOCAL AND REGIONAL TRANSPORTATION DEMAND MANAGEMENT PROGRAMS THE REGIONAL VANPOOL PROGRAM AND TRANSPORTATION PLANNING WHEREAS, the City's SMARTTrips Local and Regional Transportation Demand Management Programs promote awareness and participation in alternative modes of transportation, including but not limited to car pooling, van pooling, biking, and public transit services, in concert with the goal of shifting ten percent of single occupant vehicle trips to other modes; and WHEREAS, the SMARTTrips programs rely heavily on federal funding as well as working closely with other cities around the region and the business community in an effort to leverage resources to fund the program; and WHEREAS, the City's Transportation Planning division also works with affected interests and agencies to develop a well-balanced transportation system, promoting all modes of travel; and WHEREAS, the North Front Range Transportation & Air Quality Planning Council (NFRT&AQPC) has identified $91,000 in Federal Small Urban (STM) funds from the Colorado Department of Transportation (CDOT), and $16,529 in Congestion Mitigation and Air Quality (CMAQ) funds, also from CDOT, to be appropriated for the Local and Regional Transportation Demand Management Programs the Regional VanPool Program, and Transportation Planning; and WHEREAS, local matching funds for the CMAQ funds, totaling $3,471, have been identified and are available in the form of existing appropriations in the City's Transportation Services Fund ($955), Transit Services Fund ($2,052), Equipment Fund ($325), and General Fund($113), and from a contribution from Latimer County ($26); and WHEREAS, local matching funds required for the $91,000 in STM funds have been identified and are already appropriated in the Regional TDM and VanPool programs; and WHEREAS, Article V, Section 9, of the Charter of the City of Fort Collins (the "Charter") permits the City Council to make supplemental appropriations by ordinance at any time during the fiscal year, provided that the total amount of such supplemental appropriations, in conjunction with all previous appropriations for that fiscal year, does not exceed the current estimate of actual and anticipated revenues to be received during the fiscal year; and WHEREAS, Article V, Section 10, of the Charter authorizes the City Council to transfer by ordinance any unexpended and unencumbered amount of portion thereof from one fund or capital project to another fund or capital project, provided that the purpose for which the funds are to be expended remains unchanged; and WHEREAS, it is the desire of the Council to appropriate the sum of $107,555 from unanticipated revenues in the Transportation Services Fund and authorize the transfer of$2,052 from the Transit Services Fund, $955 from the Transportation Services Fund, $325 from the Equipment Fund and $113 from the General Fund, to be used to provide additional programming for the SMARTTrips Local and Regional programs, the Regional VanPool program, and Transportation Planning. NOW, THEREFORE, BE IT ORDAINED BY THE COUNCIL OF THE CITY OF FORT COLLINS as follows: Section 1. That there is hereby appropriated for expenditure from unanticipated revenue in the Transportation Services Fund, the sum of SIXTEEN THOUSAND FIVE HUNDRED TWENTY-NINE DOLLARS ($16,529), representing Congestion Mitigation and Air Quality (CMAQ) funds from the Colorado Department of Transportation, to be used as follows in 2001. Regional TDM programming $ 2,233 Local TDM programming 9,871 Regional VanPool programming 510 Transportation Planning programming 3,915 Total $ 16,529 Section 2. That there is hereby appropriated for expenditure from unanticipated revenue in the Transportation Services Fund,the sum of NINETY-ONE THOUSAND DOLLARS ($91,000), representing Federal Small Urban (STM) funds from the Colorado Department of Transportation, to be used as follows in 2001. Regional TDM programming $ 75,089 Regional VanPool programming 15,911 Total $ 91,000 Section 3. That the unexpended appropriated amount, totaling THREE THOUSAND FOUR HUNDRED FORTY-FIVE DOLLARS ($3,445) is hereby authorized for transfer from the following funds Transit Services Fund $ 2,052 Transportation Services Fund (Operations) 955 Equipment Fund 325 General Fund 113 Total $ 3,445 to the Transportation Services Fund, and appropriated therein to be used as follows in 2001. Local TDM programming $ 2,052 Regional TDM programming 438 Transportation Planning 955 Total $ 3,445 Section 4. That there is hereby appropriated for expenditure from unanticipated revenue in the Transportation Services Fund, Regional TDM program, the sum of TWENTY-SD( DOLLARS ($26), representing a contribution from Larimer County to be used for Regional TDM programming(Bike Lockers at Latimer County Offices) in 2001.
