SUBJECT:
Second Reading of Ordinance No. 90, 2001, Amending the Zoning Map of the City of Fort
Collins by Changing the Zoning Classification for That Certain Property Known as the Poudre
Development Parcel Rezoning.
RECOMMENDATION:
Staff recommends adoption of the Ordinance on Second Reading.
EXECUTIVE SUMMARY:
This is a request to rezone the Poudre Development parcel from T, Transition, to C-C-R,
Community Commercial —Poudre River. The parcel is 21.7 acres in size and located on the east
side of the Poudre River bounded by Linden Street, Buckingham Street and First Street.
Buckingham Park forms the southeast border of the site. The parcel was zoned T, Transition,
40 upon the adoption of City Plan in March of 1997. Ordinance No. 90, 2001, was unanimously
adopted on First Reading on May 1, 2001.

Neighborhood.
EXECUTIVE SUMMARY:
This is a request to rezone the Poudre Devel par from T, Transition, to C-C-R,

River Corridor to T, ition. (The R-C zo as originally specifically designed to
implement bot the Do Plan, adopted in 19 and the Poudre River Trust — Land Use

The -R zone was created in her refinement of the original R-C zone and
con red the appropriate zone district in order to implement land use and urban design vision
of b of the aforementioned el4pents of the City Plan. The request to rezone out of T and into
C-C erefore, complies with 4pth City Structure Plan and the Downtown Plan.

Plan an an. The ing and Zoning Board recommendation of L-M-N does not
comply wi ure Plan, Downtown Plan, Poudre River Trust — Land Use Policy
Plan and, there o Plan. The stated purpose of the L-M-N zone is to be clustered around
and integral with the Medium Density Mixed-Use Neighborhood (M-M-N) with a Neighborhood
Commercial Center (N-C) at its core. Neither of these two zone districts is in the vicinity of the
Poudre Development parcel.
