AGENDA ITEM SUMMARY ITEM NUMBER: 28 DATE: June 19, 2001 FORT COLLINS CITY COUNCIL FROM: Wanda ICrajicek SUBJECT: Resolution 2001-80 Making Appointments to Various Boards and Commissions. RECOMMENDATION: Staff recommends adoption of the Resolution. EXECUTIVE SUMMARY: Vacancies currently exist on the Electric Board due to the resignations of Doug Smith, Jim Welch and Jeff Eighmy. Councilmembers Hamrick and Wanner conducted interviews and are recommending Linda Stewart and Alison Mason to fill two vacancies with terms to begin immediately and to expire on December 31, 2002 and December 31, 2005 respectively. The third vacancy will brought to Council at the July 17 Council meeting after additional interviews have been conducted. Vacancies also currently exist on the Urban Growth Area Review Board due to the resignations of LaMills Garrett and the expiration of term for David Anastasio. Councilmembers Hamrick and Wanner conducted interviews and are recommending Robert Long and Chad Doverspike to fill the vacancies with terms to begin July 1, 2001 and to expire on June 30, 2003 and June 30, 2004 respectively. I have a longstanding interest in land-use planning and would like the opportunity to serve in a position representing the citizens of Larimer County. Briefly,what do you believe are the three most important issues facing the Larimer County community at this time, and how do you believe this board or commission can play a role in addressing each issue? 1) Growth Management–The board must guide growth and consider development proposals according the PLUS plan and Larimer County Land Use Cade in judicious manner that serves the intent of these documents as well as the citizens of Larimer County.All legitimate input should be reasonably considered and weighed against the guidelines and other input to arrive at a decision that is thought to o ' best serve Larimer County in years to come. 2)Maintaining the“Fundamentally Fair” principles put forth by the PLUS advisory council – A perception of unfairness existed and was promulgated with the introduction of the PLUS plan. Although this attitude appears to have waned, this perception will continue to effect citizen’s attitude toward the PLUS system for years to come. The board must utilize these“Fundamentally Fair” principals as a guide throughout their duties. It should strive to promote a feeling of fairness and consideration, even though not everyone can get what they want. 3)Working in an ever-changing environment– Situations arise that have not previously occurred or been specifically planned for that require consideration and decisions. The PLUS plan and Land Use Code allows for flexibility.The board must be flexible and expect a certain amount of discovery and adjustments in the systems, as land use and development trends change in response to economic, population, political, and social changes. Experienced in analyzing development proposals within Larimer County and Fort Collins through my work in real estate appraisal and general contracting. I am currently a Colorado Certified General Appraiser and a former Fort Collins General Contractors License Holder. Fort Collins was recently named one of the 10 fastest growing cities. Planning for growth with respect to traffic, new developement, and infrastructure seem like some of the most important issues facing our community at this time. The Urban Growth Area Review Board may be able to provide informative, intelligible, innovative data and advice on sustaining our current growth while best preserving open agricultural land and minimizing any adverse impacts on traffic and basic infrastructure. I hold a B.S. in Environmental Geology/Hydrogeology from the University of Wyoming, 1996. My previous consulting experience included conducting environmental investigations, geologic field studies, subsurface investigations,and data analysis & interpretation. These skills may be directly or partially applicable to assisting the Urban Growth Area Review Board. I am interested in the future of Larimer County and would also like to help preserve agricultural land as open space and as a historical anchor/scenic resource for our community and future generations of Larimer County residents.
