EXECUTIVE SUMMARY The purpose of this item is to authorize the Mayor to enter into an Intergovernmental Agreement (IGA) between the City and the Platte River Power Authority (PRPA) for the design and construction of a perimeter wall around the Harmony electric utility substation, located at Harmony Road and Innovation Drive. The IGA provides that PRPA will design and construct the wall and the City will reimburse PRPA for the reasonable costs incurred for such work. Working through PRPA will ensure regional substation design consistency, as the work will be done under the same contract and with the same contractor as PRPA recently used to construct perimeter walls around the Dixon and Timberline electric utility substations. STAFF RECOMMENDATION Staff recommends approval of the Resolution. BACKGROUND / DISCUSSION PRPA recently completed the construction of perimeter walls around the Dixon and Timberline electric utility substations. The Dixon substation is located at the intersection of Drake Road and Overland Trail. The Timberline Substation is located near the intersection of Prospect Road and Timberline Road. The walls serve dual purposes, the first being they improve the aesthetics of the substations; the second is that the walls improve the physical security of the substations which are critical municipal infrastructure. The City owns and controls the Harmony electric substation at Harmony Road and Innovation Drive. The Harmony substation has a basic security fence that needs to be updated. PRPA is willing to coordinate replacement of the current fence at the Harmony substation with an engineered masonry wall in the style of the perimeter walls PRPA installed at the Dixon and Timberline substations, provided the City reimburses PRPA for the design and construction costs incurred for the work. The wall will replace the existing chain link fencing that surrounds the substation. It will be approximately 12 feet tall and will enhance the perimeter security around the facility. FINANCIAL / ECONOMIC IMPACTS As noted, the work will be done in conjunction with PRPA under the proposed IGA. Current estimates, relying on PRPA’s costs to construct the previous substation walls, indicate the cost for the Harmony substation wall will be between $750,000 and $900,000. Prior to commencement of construction the City and PRPA will develop a project budget and scope, in order to provide definite costs before the work begins. Funding for the construction is currently available in the Light and Power Fund’s Substation Capital Project, a non-lapsing capital appropriation. Agenda Item 18 Item # 18 Page 2 PUBLIC OUTREACH As with the previous walls, once the general design has been completed and renderings have been developed public meetings will be held to gather public input. - 1 - RESOLUTION 2014-054 OF THE COUNCIL OF THE CITY OF FORT COLLINS AUTHORIZING THE MAYOR TO ENTER INTO AN AGREEMENT WITH THE PLATTE RIVER POWER AUTHORITY FOR THE DESIGN AND CONSTRUCTION OF A PERIMETER WALL AT THE HARMONY SUBSTATION WHEREAS, the City’s electric utility substation located at Harmony Road and Innovation Drive (“Harmony Substation”) is surrounded by a chain link perimeter fence which is in need of replacement; and WHEREAS, the Platte River Power Authority ("PRPA") is willing to design and construct an engineered masonry wall around the Harmony Substation to replace the current fence; and WHEREAS, the design of the wall will match the walls that PRPA has recently constructed around the Dixon and Timberline substations; and WHEREAS, pursuant to the terms of an intergovernmental agreement for construction of the Harmony Substation wall, the City has agreed to reimburse PRPA for the reasonable costs associated with designing and constructing the perimeter wall, based on a budget developed by the parties in advance; and WHEREAS, based on the costs PRPA incurred for the two prior substation walls, the estimated cost to build the Harmony Substation wall is $750,000 to $900,000; and WHEREAS, the City Council has determined that the intergovernmental agreement with PRPA should be executed in order for the City to timely replace the fence around the Harmony Substation with a secure masonry wall, which improvement is in the best interests of the City. NOW, THEREFORE, BE IT RESOLVED BY THE COUNCIL OF THE CITY OF FORT COLLINS that the Mayor is hereby authorized to enter into an agreement with PRPA, attached hereto as Exhibit “A”, for the design and construction of a masonry wall around the Harmony electric utility substation, under which the City will reimburse PRPA up to $900,000 for the design and construction of the subject wall, based on a project budget developed in advance by the parties. - 2 - Passed and adopted at a regular meeting of the Council of the City of Fort Collins this 1st day of July, A.D. 2014. _________________________________ Mayor ATTEST: _____________________________ City Clerk EXHIBIT A
