EXECUTIVE SUMMARY The purpose of this item is to approve expenditures from the Art in Public Places Stormwater Utility Account to commission an artist to create art for the Art in Public Places West Vine Basin Project. The expenditures of $24,960 will be for design, materials, fabrication, installation and contingency for an artist to create an interactive and interpretive plaza at the West Vine Basin site. STAFF RECOMMENDATION Staff recommends adoption of the Resolution. BACKGROUND / DISCUSSION Section 23-303 of the Code, which was added in 1995, established the Art in Public Places Reserve Account, and designated it for use in acquiring or leasing works of art, maintenance, repair or display of works of art, and administrative expenses related to the Art in Public Places Program, in accordance with the Art in Public Places Guidelines adopted by the Council in Ordinance No. 047, 1998. The Council permanently adopted the Art in Public Places Program, and reenacted City Code Chapter 23, Article IX, with certain modifications in 2012. The Art in Public Places (APP) Board selected artist Joe McGrane to work with the project team to develop artwork to be integrated into the West Vine Basin Project. The design concept and budget were reviewed and recommended by the Project Team and the APP Board at the Board’s March 26, 2014 meeting. APP artist Joe McGrane will create a public art piece, entitled “Water Crossings”, an interactive and interpretive plaza highlighting historic crossings and events in the Basin. It provides a place for people to connect with each other and learn about the history of this site. The history of this area can be read in the crossing of the Poudre River and its tributaries. Trails, trestles, dams, and diversions trace the evolution of Soldier Creek from the foothills stream to urban floodway. The center piece to the plaza is a hand carved sandstone floodway table that maps the West Vine Basin and the floodway. Streets and the floodway are carved into the surface of the stone. Five graphic panels illustrate the significant historical crossings of Soldier Creek, including the Overland Stage Route, Spring Canyon Dam, and current bike path. FINANCIAL / ECONOMIC IMPACTS The funds for this item have been appropriated in the Art in Public Places Stormwater Utility Fund. The Art in Public Places program has a maintenance fund for the long-term care of the APP art collection. Agenda Item 20 Item # 20 Page 2 The APP West Vine Basin Project budget is $ 24,960 for design, materials, fabrication, installation and contingency for this project. ENVIRONMENTAL IMPACTS The APP artist has been collaborating with the project team on this project. The artwork is integrated in the overall design of the project. BOARD / COMMISSION RECOMMENDATION At its March 26, 2014 meeting, the Art in Public Places Board reviewed and recommend the design concept and budget for this project. ATTACHMENTS 1. The purpose of the project is to provide flood mitigation and water quality improvement for the West Vine Stormwater Basin. The project is the first phase in a system of improvements identified in the West Vine Stormwater Master Plan. Location for the artwork is within the red oval, near the river. - 1 - RESOLUTION 2014-048 OF THE COUNCIL OF THE CITY OF FORT COLLINS APPROVING EXPENDITURES FROM THE ART IN PUBLIC PLACES STORMWATER UTILITIES ACCOUNT TO COMMISSION AN ARTIST TO CREATE ART FOR THE WEST VINE BASIN PROJECT WHEREAS, the City is in the process of constructing the West Vine Basin Project (the “Project”); and WHEREAS, pursuant to Sections 23-303 and 23-304 of the City Code, one percent of the funds appropriated for the Project has been set aside for use in the acquisition, installation and maintenance of works of art in accordance with the Art in Public Places Guidelines adopted by the City Council in Ordinance No. 47, 1998 (the “Guidelines”); and WHEREAS, the Art in Public Places Board (the “Board”) selected artist Joe McGrane (the “Artist”) to work with the Project team to develop design concepts appropriate to the Project site; and WHEREAS, the Board evaluated the Artist’s designs at its regular meeting on March 26, 2014, pursuant to the Guidelines; and WHEREAS, based on that evaluation, the Board is recommending the Artist’s proposal for one artwork for the Project site consisting of an interactive and interpretive plaza that highlights historic waterway crossings and events, incorporating stonework, brass, and illustrations detailing the significance of various West Vine Basin crossings; and WHEREAS, the budget for the Art Project, including design, materials, fabrication, installation, and contingency for the Art Project, is $24,960; and WHEREAS, the funds described above are already appropriated and will be used to provide for the Artist’s design fees, materials, fabrication, installation and contingency for the Art Project; and WHEREAS, Section 23-308 of the City Code requires that the Board’s selection of the recommended art be presented for Council review and approval because the cost of the art exceeds $10,000. NOW, THEREFORE, BE IT RESOLVED BY THE COUNCIL OF THE CITY OF FORT COLLINS that the City Council hereby authorizes the expenditure of up to TWENTY FOUR THOUSAND NINE HUNDRED SIXTY DOLLARS ($24,960) from the Art in Public Places Stormwater Utility Account, for the Art Project proposed by the Artist, the conceptual design for which was reviewed and approved by the Art in Public Places Board on March 26, 2014. - 2 - Passed and adopted at a regular meeting of the Council of the City of Fort Collins this 3rd day of June, A.D. 2014. __________________________________ Mayor ATTEST: _____________________________ City Clerk
