SUBJECT
First Reading of Ordinance No. 082, 2014, Appropriating Unanticipated Revenue for the Senior Center
Expansion Project and Transferring Appropriations to the Cultural Services and Facilities Fund for the Art in
Public Places Program.
EXECUTIVE SUMMARY
The purpose of this item is to request an additional appropriation of $150,000 to the Senior Center Expansion
Project. This additional funding was raised by the Senior Center Expansion Committee. These additional
funds will be put toward the cost of completing the Core and Shell space as an Education Center/Auditorium,
which will seat 120+ people with state of the art technology and can be used for presentations, distance
learning, seminars or movies, and athletic events. Additional funds will be used for other building furnishings to
make this a World Class Facility.
STAFF RECOMMENDATION
Staff recommends adoption of this Ordinance on First Reading.
BACKGROUND / DISCUSSION
In 2007, the Senior Center Expansion Committee was formed as a 501(c)(3) organization to raise funds for the
Senior Center Expansion. This Committee previously raised $400,000, which was appropriated to this
expansion project in December 2013.
FINANCIAL / ECONOMIC IMPACTS
The additional requested funds will be put toward the additional cost of completing the contractor proposed
Core and Shell space in the Multi-Purpose addition, creating an Education Center/Auditorium to seat 120+
people with state of the art technology, enabling use of the space for presentations, distance learning,
seminars or movies, and athletic events. Completing this work in conjunction with the expansion project will
save both time and money utilizing many of the contractors already on site.
ENVIRONMENTAL IMPACTS
These additional funds will allow the entire building to be completed and reduce the need for additional traveling
and clean-up expenses for contractors.

OF THE COUNCIL OF THE CITY OF FORT COLLINS
APPROPRIATING UNANTICIPATED REVENUE FOR THE SENIOR CENTER
EXPANSION PROJECT AND TRANSFERRING APPROPRIATIONS TO THE
CULTURAL SERVICES AND FACILITIES FUND FOR THE ART IN PUBLIC
PLACES PROGRAM
WHEREAS, the City has received $150,000 from the Senior Center Expansion
Committee for the Senior Center Expansion Project; and
WHEREAS, the Senior Center Expansion Project is one of the projects approved by
voters in 2005 for the Building on Basics Capital Program; and
WHEREAS, the Senior Center Expansion Project focuses on increasing fitness and
wellness facilities, activities, and programs for the active adult population in Fort Collins; and
WHEREAS, these funds will be used to help finish the Core and Shell space as an
Education Center or auditorium which will seat about 120 people with state of the art technology
enabling use of the space for presentations, distance learning, seminars or watching movies and
athletic events; and
WHEREAS, one percent of these appropriations ($1,500) must be transferred to the
Cultural Services and Facilities Fund for a contribution to the Art in Public Places (“APP”)
program, with $1,170 reserved for the APP artwork project and $330 reserved for the
maintenance of the artwork and operations of the APP program; and
WHEREAS, Article V, Section 9, of the City Charter permits the City Council to make
supplemental appropriations by ordinance at any time during the fiscal year, provided that the
total amount of such supplemental appropriations, in combination with all previous
appropriations for that fiscal year, does not exceed the current estimate of actual and anticipated
revenues to be received during the fiscal year; and
WHEREAS, City staff has determined that the above-referenced appropriation of funds
will not cause the total amount appropriated in the Capital Projects Fund to exceed the current
estimate of actual and anticipated revenues to be received during the fiscal year; and
WHEREAS, Article V, Section 10, of the City Charter authorizes the City Council to
transfer by ordinance any unexpended and unencumbered appropriated amount or portion thereof
from one fund to another fund, provided that the purpose for which the transferred funds are to
be expended remains unchanged; and
NOW, THEREFORE, BE IT ORDAINED BY THE COUNCIL OF THE CITY OF
FORT COLLINS as follows:

Section 1. That there is hereby appropriated for expenditure from unanticipated
revenue in the Capital Projects Fund the sum of ONE HUNDRED FIFTY THOUSAND
DOLLARS ($150,000) for the Senior Center Expansion - Building on Basics Capital Project.
Section 2. That the unexpended appropriated amount of ONE THOUSAND ONE
HUNDRED SEVENTY DOLLARS ($1,170) in the Capital Projects Fund - Senior Center
Expansion Project is authorized for transfer to the Cultural Services and Facilities Fund - Art in
Public Places Project and appropriated therein for the Art Project.
Section 3. That the unexpended appropriated amount of THREE HUNDRED
THIRTY DOLLARS ($330) in the Capital Projects Fund - Senior Center Expansion Project is
authorized for transfer to the Cultural Services and Facilities Fund and appropriated therein for
the Art in Public Places Program Maintenance and Operations.
Introduced, considered favorably on first reading, and ordered published this 3rd day of
June, A.D. 2014, and to be presented for final passage on the 1st day of July, A.D. 2014.
