Please call 221-6515 (TDD 224- 6001) for assistance. City Council Work Session November 26, 2013 6:00 PM  CALL TO ORDER. 1. Road to Zero Waste. (staff: Susie Gordon; 45 minute discussion) The purpose of this work session is to provide information about proposed new waste reduction goals for Council’s consideration, now that the Fort Collins community has reached a 50% waste diversion level. A report entitled “The Road to Zero Waste Plan” was prepared. The Plan describes how the community’s values contributed to developing the proposal for a zero waste goal and served as a base for 11 recommendations to help Fort Collins become independent of traditional landfill systems to manage its discards. 2. Local Action Regarding Amendment 64. (staff: Ginny Sawyer, Don Vagge; 1 hour discussion) The purpose of this work session is to provide Council options to consider regarding recreational marijuana as allowed in Amendment 64. Amendment 64 allows persons 21 years-of-age or older to legally possess up to one ounce of marijuana without a doctor’s recommendation and to grow up to six marijuana plants. Local jurisdictions have the option to define and regulate home growing and enact local prohibitions on public consumption. Under Amendment 64, Council also has three options in regard to retail operations: (1) adopt an ordinance prohibiting retail marijuana businesses in Fort Collins; (2) refer a retail marijuana prohibition question to the voters; or (3) allow retail marijuana businesses in Fort Collins and impose local restrictions on the time, place, manner and number of retail marijuana operations. CITY COUNCIL City of Fort Collins Page 2 Following the July work session, staff was asked to return for a follow-up work session with more detailed options for regulating recreational marijuana in Fort Collins. Staff was also asked to conduct public outreach on the issue. The City of Fort Collins currently has a ban on all retail marijuana activity through March 31, 2014.  OTHER BUSINESS.  ADJOURNMENT.
