SUBJECT:
First Reading of Ordinance No. 45, 2001, Appropriating Unanticipated Grant Revenue in the
General Fund for a Volunteer Enhancement Program for the State Welcome Center.
RECOMMENDATION:
Staff recommends adoption of the Ordinance on First Reading.
FINANCIAL IMPACT:
The Colorado Office of Economic Development,Colorado Tourism Office has proposed to provide
an additional $4,750 to the City during the current term (July 2000 through June 2001) of the
existing grant it provides to the City to fund the operation of the Colorado Welcome Center in Fort
Collins. The funds are intended to support the creation of a Volunteer Enhancement Program in
connection with the Welcome Center. The Welcome Center is operated by the Fort Collins
Convention and Visitors Bureau under contract with the City.
EXECUTIVE SUMMARY:
Grant funds from the Colorado Tourism Office were appropriated by the Council last year with the
adoption of Ordinance 95, 2000, and provide for the operation of the Colorado Welcome Center in
Fort Collins for the period of July 1,2000 through June 30,2001. The Colorado Tourism Office has
proposed to increase the amount of grant funds provided in order to support the operation of a
Volunteer Enhancement Program to recognize and show appreciation to the volunteers who serve
the public at the Welcome Center. The Ordinance appropriates those funds for use in carrying out
the Volunteer Enhancement Program, which will be conducted by the Fort Collins Convention and
Visitors Bureau as part of its operation of the Welcome Center under contract for the City.
ORDINANCE NO. 45, 2001
. OF THE COUNCIL OF THE CITY OF FORT COLLINS
APPROPRIATING UNANTICIPATED GRANT REVENUE IN THE GENERAL FUND
FOR A VOLUNTEER ENHANCEMENT PROGRAM FOR
THE STATE WELCOME CENTER
WHEREAS, pursuant to Resolution 99-97, the City contracted with Colorado State
University for visitor center space at the Environmental Learning CenterNisitors Center; and
WHEREAS,the City currently has a contract with the Fort Collins Convention and Visitors
Bureau for convention and visitor services at the Welcome Center; and
WHEREAS, with Ordinance No. 95, 2000, the City entered into an agreement with the
Colorado Tourism Office for the operation of the Welcome Center in Fort Collins for the period July
1, 2000 through June 30, 2001; and
WHEREAS,the Colorado Tourism Office wishes to recognize and show appreciation to the
volunteers who serve the public at the Welcome Center; and
WHEREAS, the Colorado Tourism Office has proposed to amend its existing grant
agreement with the City to provide for a Volunteer Enhancement Program, to be funded by
additional funds in the amount of$4,750 it has allocated to the Welcome Center for that purpose;
and
WHEREAS,Article V,Section 9,of the Charter of the City of Fort Collins permits the City
Council to make supplemental appropriations by ordinance at any time during the fiscal year,
provided that the total amount of such supplemental appropriations,in combination with all previous
appropriations for that fiscal year,does not exceed the then current estimate of actual and anticipated
revenues to be received during the fiscal year.
NOW, THEREFORE, BE IT ORDAINED BY THE COUNCIL OF THE CITY OF FORT
COLLINS that there is hereby appropriated from unanticipated grant revenue in the General Fund
the sum of FOUR THOUSAND SEVEN HUNDRED FIFTY DOLLARS ($4,750)for expenditure
in the General Fund for a Volunteer Enhancement Program for the State Welcome Center.
Introduced and considered favorably on first reading and ordered published this 20th day of
March, A.D. 2001, and to be presented for final passage on the 17th day of April, A.D. 2001.
