RECOMMENDATION: Staff recommends adoption of the Ordinance on First Reading. FINANCIAL IMPACT: In January of 2000, the Fort Collins Museum staff submitted a grant application to the federal Institute of Museum and Library Services (IMLS) for a general operating support (GOS) grant in the amount of$61,959. On September 19, 2000, the Museum received written notice that it had been awarded the $61,959 grant. The grant is an award of excellence,judged by peers within the Museum profession, and based on the Museum's performance in all areas of museum operations including collections care, education, exhibitions, and long range planning. In 2000, IMLS awarded 177 museums out of 823 applicants the GOS award, amounting to a total of $15,270,005. EXECUTIVE SUMMARY: The monies received are intended to allow the Museum to pursue projects and activities beyond those normally performed within current budgetary allotments. The Museum will utilize the funds to hire project staff for exhibits, collections, and educational programs, and to develop a newsletter and marketing plan. The $61,959 will be disbursed in 8 increments over a two-year period (approximately $7,744.87 each). The Museum is requesting that Council appropriate the $61,959 into the Museum's IMLS grant project for use over the next two fiscal years, 2001 and 2002. ORDINANCE NO. 43, 2001 OF THE COUNCIL OF THE CITY OF FORT COLLINS APPROPRIATING UNANTICIPATED REVENUE IN THE CULTURAL SERVICES AND FACILITIES FUND FOR GENERAL OPERATING SUPPORT OF THE FORT COLLINS MUSEUM WHEREAS, in January of 2000, the Fort Collins Museum submitted a grant application to the federal Institute of Museum and Library Services ("IMLS") for a general operating support (GOS) grant; and WHEREAS,on September 19,2000,the Museum was awarded a GOS grant,in the amount of$61,959 from the federal IMLS; and WHEREAS,the aforementioned grant is an award of excellence,judged by peers within the Museum profession,and was based on the Museum's performance in all areas of museum operation including collections care, education, exhibitions, and long range planning; and WHEREAS,the proceeds from the GOS grant will allow the Museum to pursue projects and activities, including hiring temporary staff to work with exhibits, collections, and educational programs, and to develop a newsletter and marketing plan; and • WHEREAS, no local matching funds are required; and WHEREAS,Article V, Section 9, of the Charter of the City of Fort Collins permits the City Council to make supplemental appropriations by ordinance at any time during the fiscal year, provided that the total amount of such supplemental appropriations,in combination with all previous appropriations for that fiscal year, do not exceed the then current estimate of actual and anticipated revenues to be received during the fiscal year; and WHEREAS, it is the desire of the Council to appropriate the sum of $61,959 in federal Institute of Museum and Library Services grant funds in the Cultural Services and Facilities Fund, Museum budget to be used to for general operating support. NOW, THEREFORE,BE IT ORDAINED BY THE COUNCIL OF THE CITY OF FORT COLLINS that there is hereby appropriated for expenditure from unanticipated revenue in the Cultural Services and Facilities Fund, IMLS grant project, the sum of SIXTY-ONE THOUSAND NINE HUNDRED FIFTY-NINE DOLLARS ($61,959) from the federal Institute of Museum and Library Services, to be used for general operating support of the Fort Collins Museum. Introduced and considered favorably on first reading and ordered published this 20th day of March, A.D. 2001, and to be presented for final passage on the 17th day of April, A.D. 2001.
