SUBJECT :
Second Reading of Ordinance No. 37, 2001, Appropriating Unanticipated Grant Revenue in the
General Fund and Authorizing the Transfer of Matching Funds Previously Appropriated in the
Advance Planning Budget for a Cultural Resources Survey of the Downtown River Corridor.
RECOMMENDATION:
Staff recommends adoption of the Ordinance on Second Reading.
EXECUTIVE SUMMARY:
This project was identified as an existing public project in the Downtown River Corridor
Implementation Program Summary Report, approved by City Council on July 18, 2000, with the
adoption of Resolution 2000-95. Appropriation of the grant funding allows completion of this
project as well as provide the basis for future educational and interpretive activities in the
Downtown River Corridor.
Ordinance No. 37, 2001, which was unanimously adopted on First Reading on March 6, 2001,
appropriates unanticipated revenue from a Certified Local Government Grant in the amount of
$25,000.

BACKGROUND:
The City has received a grant of$25,000 through the Colorado Historical Society Certified Local
Government (CLG) Grant Program. The Grant Program receives federal funds from the
National Park Service. The Program funds historic preservation activities of Certified Local
Governments including preparation of local cultural inventories, preparation of comprehensive
historic preservation planning, public education programs that create awareness of preservation
issues and programs, and other programs. A..
The City has been designated a CLG since 1991. In 1997, the City successfull administered a
CLG grant for the Historic Old Town Plaques project. In 1996, the C successfully
administered a CLG grant for the Cultural Resource Inventory of,the Central B` tness District
project.
On July 18, 2000, City Council adopted Resolution 2000- 5, approv own River
Corridor Implementation Program Summary Report. One of the existing projects 'feed in
the report was the "Old Fort Collins Area Historic e#k_ Project", which was o

of ear ' ct and other structures and the design of new cultural interpretive features in the
