Resolution 2001-104 Making Appointments to Various Boards and Commissions.
RECOMMENDATION:
Staff recommends adoption of the Resolution.
EXECUTIVE SUMMARY:
A vacancy currently exists on the Downtown Development Authority due to the resignation of John
Pitner. Applications were solicited and Councilmembers Wanner and Bertschy conducted
interviews. The Council interview team is recommending Steve Taylor to fill the vacancy on the
Downtown Development Authority with a term to begin immediately and set to expire on December
31, 2005.
A vacancy currently exists on the Housing Authority Board due to the resignation of Monica Clark.
Applications were solicited and Councilmember Wanner conducted interviews. The Council
interview team is recommending Angie Payton to fill the vacancy on the Housing Authority with
a term to begin immediately and set to expire on December 31, 2005.
Vacancies also exist on the Youth Advisory Board due to the resignations of Sarah Smith, Sarah
April and Aaron Steinbach and to the removal of Harry McCrystal and Mike Davis for attendance
problems. Applications were solicited and Councilmembers Martinez and Kastein conducted
interviews. The Council interview team is recommending the following applicants to fill the
vacancies on the Youth Advisory Board with terms to begin immediately: Julian Archuleta and
Cooper Liska-Smith with terms to expire on December 31, 2002, and Amy Flug and Kaise Allen
with terms to expire on December 31,2003,and Pat McCosh with a term to expire on December 31,
2005.

MAKING APPOINTMENTS TO
VARIOUS BOARDS AND COMMISSIONS
WHEREAS, a vacancy exists on the Downtown Development Authority due to the
resignation of John Pitner; and
WHEREAS, a vacancy exists on the Housing Authority due to the resignation of Monica

WHEREAS,vacancies exist on the Youth Advisory Board due to the resignations of Sarah

I would like to become a member of the DDA board because I benefit from the long-term
success and vitality of downtown. I am co-owner of Austin's American Grill and also
owner of the building the restaurant occupies. I enjoy being a downtown merchant and
embrace the uniqueness and diversity downtown offers tourists and residents.
There are many important issues facing the DDA. Three issues that come to mind are:
River Redevelopment, Housing and a Hotel /Convention Center.
I would like to see the river area addressed in a timely fashion. The DDA is an
appropriate funding source to accomplish this goal. I support the river being utilized as
an amenity to downtown and believe this asset has been underutilized. The
implementation matrix outlined in the Downtown River Corridor Implementation
Program Summary Report makes sense to me as a prioritized list of objectives and
potential funding sources. An attractive and accessible River Corridor will contribute to
the long-term vitality of Downtown Fort Collins. The DDA should assist with funding to
support the program.
I support residential redevelopment in the downtown area. I would like to see a balance
between affordable and market driven high-end housing. I strongly believe that a solid
foundation of residential influence will help to balance short and long-term decision
making for the future of downtown. A strong permanent residential community will
bolster retail sales and support cultural activities. A diverse residential community will
provide a job base for employers as well as sales for merchants. The DDA should
encourage and support affordably priced residential development.
I would like to investigate more completely the feasibility of a Hotel/Convention Center.
A Convention Center would serve the downtown merchants and community in many
positive ways. As a hub for cultural and commercial activities the Center would have a
positive impact on downtown merchants and residents. The DDA should support the
investigative process to ascertain the potential for a Hotel/Convention Center.
