Please call 221-6515 (TDD 224- 6001) for assistance. City Council Work Session May 13, 2014 6:00 PM  CALL TO ORDER. 1. Time of Use Pilot Project for Electric Rates. (staff: Lance Smith; 15 minute staff presentation; 1 hour discussion) The purpose of this work session is to provide City Council with several rate structures that are now possible for implementation from a metering and billing perspective (note - the tiered time-of-use (TOU), the TOU with surcharge rate, and Coincident Peak rate structures are not currently supported by Web Portal) given the successful deployment of advanced metering infrastructure for all residential electric customers. In December 2013, City Council held a work session discussing the impacts and effectiveness of the seasonal, tiered rate structure that was implemented in February 2012. Based on the Council discussion at that meeting, and previous interest expressed by some Councilmembers to consider a time-of-use (TOU) rate structure, this work session discussion is intended to understand the current level of interest by the City Council to consider alternative rate structures in the near future. Based on the direction given here, a pilot program could be presented for City Council consideration some time later in 2014, with the intention of evaluating the pilot through the summer of 2015, and possible full-scale residential implementation for 2016. If the City Council is interested in considering any of these rate structures, staff recommends that a pilot study be completed before any full-scale implementation. The pilot study is intended to resolve any unforeseen technical issues around the new rate structure, to quantify the customer response to the new rate structure and to assess customer interest in a different rate structure over the current tiered, inclining block rate structure. CITY COUNCIL City of Fort Collins Page 2 2. Social Sustainability Gaps Analysis. (staff: Mary Atchison, Bruce Hendee; 15 minute staff presentation; 45 minute discussion) The Social Sustainability Gap Analysis is the first step in the development of a Social Sustainability Strategic Planning Process. This analysis examined a variety of social issues that impact the social environment of our community to determine the scope of the need among our citizens, and the capacity that currently exists within our community to meet those needs. The focus areas examined in the study are:  Housing  Homelessness  Persons living in poverty  Health and wellness  At-risk youth and education  Diversity and equity  Needs of targeted populations. 3. Disposable Bags. (staff: Susie Gordon; 15 minute staff presentation; 1 hour discussion) The purpose of this work session is to review a proposal for a Merchant Regulation ordinance that would prohibit grocers from giving single-use disposable bags to customers at checkout free of charge. The proposed Merchant Regulation would require grocers to apply a cost (5 or 10 cents) on both single-use disposable plastic and paper bags. All revenues from the sale of bags would be retained by the grocery store. 4. Trans-Pacific Partnership Fast Track. (staff: Jeff Mihelich; 5 minute staff presentation; 30 minute discussion) Since 2009, the United States has been negotiating the Trans-Pacific Partnership (TPP), an Asia- Pacific trade agreement. The United States and 11 other countries - Australia, Brunei, Canada, Chile, Japan, Malaysia, Mexico, New Zealand, Peru, Singapore, and Vietnam - are involved in the negotiations. Later this year, Congress is expected to consider a bill to grant "fast track" authority to the President in negotiating the TPP.  OTHER BUSINESS.  ADJOURNMENT.
