HomeMy WebLinkAboutCOUNCIL - AGENDA ITEM - 08/21/2001 - RESOLUTION 2001-99 APPROVING EXPENDITURES FROM THE AGENDA ITEM SUMMARY ITEM NUMBER: 32 FORT COLLINS CITY COUNCIL DATE: August 21,2001 STAFF: Ellen Martin SUBJECT: Resolution 2001-99 Approving Expenditures from the Art in Public Places Reserve Account in the Cultural Services and Facilities Fund, and the Art in Public Places Reserve Account in the Storm Drainage Utility Fund, to Commission an Artist to Design, Fabricate and Install an Art Piece to Enhance Concrete Walls and Metal Railings near the Spring Creek Bike Trail at the Taft Hill Road Project. RECOMMENDATION: Staff recommends adoption of the Resolution. FINANCIAL IMPACT: The funds for this item have been appropriated in the Art in Public Places reserve account in the Storm Drainage Utility Fund and in the Art in Public Places reserve account in the Cultural Services and Facilities Fund. The Art in Public Places program has a maintenance fund for the long-term care of these sculptures. This project is funded by(1%) money. The Storm Drainage Utility is using$22,944 of its Taft Hill Storm Drainage Detention Pond project funds along with$47,060 from the Taft Hill Road widening project for a combined art project budget of$70,004. EXECUTIVE SUMMARY: In 1995, the City Code was amended adding Section 23-303 establishing the Art in Public Places (APP) Reserve Account, and designated it for the use in the acquisition or leasing of works of art, maintenance, repair or display of works of art, and administrative expenses related to the Art in Public Places Program, in accordance with the Art in Public Places Guidelines adopted by the Council in Ordinance No. 20, 1995. The Council permanently adopted the Art in Public Places Program, and reenacted City Code Chapter 23, Article Xl, with certain modifications in 1998. In connection with the Taft Hill Road project, staff and the APP Board have proposed to use $70,004 to commission the artist Carolyn Braaksma, of Surface Strategy Inc., to design, fabricate, install, and for contingency for an art piece portraying a complex ecosystem by sculpting the concrete walls and applying images on portions of the metal wall railings at the Taft Hill Road Project. BACKGROUND: The APP Board moved to commission Carolyn Bmaksma to come back to the Board with design concepts for the Taft Hill Road Project. Ms. Braaksma is a member of the pre-approved APP DATE: August 21, 2001 2 ITEM NUMBER: 32 Design Consultant list that was advertised by an RFP through the City's Purchasing Department. The Board unanimously approved the artist's design concept at its June 20, 2001, meeting. Carolyn Braaksma's proposed artwork would portray images of life that inhabit the earth behind the walls. The roots, wildflowers, grasses and insects that are portrayed are regionally native. The insects will be oversized and hand carved to encourage people to touch. The roots may be textural or become sculptural. To tie the wall railing to the concrete surface imagery, cast metal replicas of native prairie flowers will form the metal fence posts, growing up from their roots in the concrete wall below. A written description and graphic rendering of the proposed work of art is attached. The final artwork may vary from this description. RESOLUTION 2001-99 OF THE COUNCIL OF THE CITY OF FORT COLLINS APPROVING EXPENDITURES FROM THE ART IN PUBLIC PLACES RESERVE ACCOUNT IN THE CULTURAL SERVICES AND FACILITIES FUND, AND THE ART IN PUBLIC PLACES RESERVE ACCOUNT IN THE STORM DRAINAGE UTILITY FUND, TO COMMISSION AN ARTIST TO DESIGN, FABRICATE AND INSTALL AN ART PIECE TO ENHANCE CONCRETE WALLS AND METAL RAILINGS NEAR THE SPRING CREEK BIKE TRAIL AT THE TAFT HILL ROAD PROJECT WHEREAS,the City will begin work shortly on the Taft Hill Road Project(the"Project"), which shall include road widening and improvements, bike trail construction, and construction of the Taft Hill Storm Drainage Detention Pond (the "Pond"); and WHEREAS, pursuant to Section 23-304 of the City Code, one percent of the funds appropriated for the Project was required to be set aside in the Art in Public Places reserve account in the Cultural Services and Facilities Fund,except funds from the Storm Drainage Fund which are required to be set aside in the Art in Public Places reserve account of that fund, for use in the acquisition or leasing of works of art; maintenance, repair or display of works of art; and administrative expenses related to the Art in Public Places Program, in accordance with the Art in Public Places Guidelines adopted by Council in Ordinance No. 47, 1998 (the "Guidelines"); and WHEREAS,the Art in Public Places Board(the"Board")evaluated the design proposal of artist Carolyn Braaksma, at its June 20, 2001, regular meeting, pursuant to the Guidelines; and WHEREAS, based on that evaluation, the Board voted unanimously to recommend artist Carolyn Braaksma's proposal for an art piece created by sculpting concrete walls and applying images on portions of metal railing (the "Art Piece") at the Project; and WHEREAS, the estimated cost to create the Art Piece, including commission of the artist, fabrication, installation and contingency for the Art Piece, is $70,004; and WHEREAS, those funds are available, with $47,060 in the Art in Public Places reserve account in the Cultural Services and Facilities Fund, and $22,944 from construction funds for the Pond in the Art in Public Places reserve account in the Storm Drainage Fund, and will be appropriated as part of the 2001 budget,to provide for the artist design fees,fabrication,installation and contingency for the Art Piece; and WHEREAS, Section 23-308 of the City Code requires that the Board's selection of the recommended art be presented for Council review and approval,because the cost of the art exceeds $10,000. NOW,THEREFORE, BE IT RESOLVED BY THE COUNCIL OF THE CITY OF FORT COLLINS that the Council hereby authorizes the expenditure of up to FORTY SEVEN THOUSAND AND SIXTY DOLLARS($47,060)from the Art in Public Places reserve account in the Cultural Services and Facilities Fund, and up to TWENTY TWO THOUSAND NINE HUNDRED AND FORTY FOUR DOLLARS ($22,944) from the Art in Public Places reserve Account in the Storm Drainage Utility Fund, for the Art Piece to enhance concrete walls and metal railings in the area of the Taft Hill Road Project, proposed by artist Carolyn Braaksma, the conceptual design of which was selected and approved by the Art in Public Places Board on June 20, 2001. Mayor ATTEST: City Clerk TO: Fort Collins City Council FROM: Council Art Committee; Carolyn Braaksma and Barbara McKee, Surface strategy, Denver RE: Design Narrative for Wingwalls, Taft Hill Road Pedestrian Tunnel Visual Concept: If you could see through the retaining walls at the entrance to the pedestrian tunnels, what would you see? You would discover a complex ecosystem.. This usually hidden community includes roots and stems of our native grasses, wildflowers and trees, as wells their inhabitants, such as caterpillars, beetles, grasshoppers, snails and bees. The wall surfaces at the tunnel entrances will display images of these overlooked and usually unseen natural elements. Oversized insects will be handcarved for detail, and lacy roots will be carefully sculpted into the surface texture. Because the insects and plants that will be represented on the walls are indigenous to our area, the graphic quality of the images will encourage people to interact with the artwork and rediscover their connection to the surroundings. At both tunnel entrances, a text listing of the insects will encourage visitors to explore the walls and find and identify the insects for themselves. Construction Concept: To preserve the structural integrity of the concrete walls of the tunnel, only a 2-inch depth of the exposed wall surfaces will carry the imprints for the proposed sculptural relief. Some images will pop out from the surface and others may be indented, but all will be kept within the 2-inch surface zone. Carolyn Braaksma and Barbara McKee will carve their proposed imagery in clay; from these prototypes, wall-sized elastomeric formliners will be made. When the formliners are attached to the gang forms for the walls and the wall concrete is poured, the images will become an integral part of the wall. Budget permitting, images will continue into the tunnel from the wingwalls. The text listing of the insects may be sand-blasted into the wall surface or added in embedded blocks of a complementary durable material. Enhancing wall images by coloring with special concrete stains is a further option. Taft Hill Road Project Ms. Martin presented an overview of the project. Artist, Carolyn Braaksma, presented some background information on her other projects for members not familiar with her work. Ms. Braaksma has been working with the design team to formulate the proposed designs she presented to the board. Ms. Smith asked about the care of the proposed concrete walls. Ms. Braaksma mentioned that graffiti coating is available. The concrete wall designs included root themes for the retaining walls that could be continued onto the metal railings. The design also includes images of oversized insects. Mr. Sherman brought up the use of the space in the tunnel on either side of the actual bike trail. Mr. Klingner mentioned that the design probably would not continue in the tunnel because of budgetary reasons. Mr. Sherman wondered if the budget would cover the entire proposed project. Ms. Braaksma believed the proposed design could be completed for the budget allocated. The board had some concerns about the project not continuing inside the tunnel. Ms. Martin stated that they would work with the project team on this issue. Ms. Braaksma said she would continue working on her graphics and would get new drawings to Mr. Klingner and the APP staff. Ms. Liska-Smith motioned to proceed with Carolyn's design and take it to council.
