Resolution 2001-97 Approving Expenditures from the Art in Public Places Reserve Account in the
Cultural Services and Facilities Fund to Commission an Artist to Design,Fabricate and Install Four
Kinetic Sculptures Inspired by a Transportation Theme.

RECOMMENDATION:

Staff recommends adoption of the Resolution. The Art in Public Places Board unanimously
recommends adoption of the Resolution.
FINANCIAL IMPACT:
Additional money from the 1% budget was used for the Transit Center Streetscape Project, which
included bronze pavers and light pole enhancement sculptures. The remaining$20,673 for this item
have been appropriated in the Art in Public Places Reserve Account in the Cultural Services and
Facilities Fund. The Art in Public Places program has a maintenance fund for the long-term care of
these sculptures.
EXECUTIVE SUMMARY:
This Resolution would appropriate$20,673 for design,construction, installation,and contingency.
The Transit Center kinetic sculpture project will feature four different sculptures relating to the
theme of transportation. Its graphic style was designed to compliment the existing Transit Center
bronze pavers that were also designed by Andrew Dufford.

BACKGROUND:
1 In 1995, the City Code was amended to add Section 23-303 establishing the Art in Public Places
(APP) Reserve Account, and designated it for the use in the acquisition or leasing of works of art,
maintenance, repair of display of works of art, and administrative expenses related to the Art in
Public Places Program, in accordance with the Art in Public Places Guidelines adopted by the
Council in Ordinance No. 20, 1995. The Council permanently adopted the Art in Public Places
Program, and reenacted City Code Chapter 23, Article IX, with certain modifications in 1998.
Artist Andrew Dufford was selected through the pre-approved APP Design Consultant list that was
distributed through the City's Purchasing Department. The artist worked with the project's design
team to formulate suitable concepts for this site. The APP Board unanimously approved the design
at the June 20, 2001 Board meeting.

Mr. Dufford will work with City staff and the contractor to install the 36"X24"painted aluminum
discs. The kinetic sculptures will be mounted on the roofs of the four bus shelters that are located
in the central area of the Transit Center. These discs will be aligned with one another and rotate on
two axes. As the discs spin, the circular perforations in the metal interact to create beautiful and
intricate patterns. Occasionally they will align in such a manner to fully reveal the transportation
icon. The housing for the discs will be composed of rectangular steel robing to match the other
structures on site. The actual colors will be chosen to compliment the bus shelters.
A written description and graphic rendering of the proposed work of art are attached. The final
artwork may vary from this description.
RESOLUTION 2001-97
OF THE COUNCIL OF THE CITY OF FORT COLLINS
APPROVING EXPENDITURES FROM THE ART IN PUBLIC PLACES RESERVE
ACCOUNT IN THE CULTURAL SERVICES AND FACILITIES FUND TO COMMISSION
AN ARTIST TO DESIGN, FABRICATE AND INSTALL FOUR KINETIC SCULPTURES
INSPIRED BY A TRANSPORTATION THEME
WHEREAS,the City is currently in the process of constructing the Downtown Transit Center
("Transit Center"); and
WHEREAS, pursuant to Section 23-304 of the City Code, one percent of the funds
appropriated for the Transit Center was required to be set aside in the Art in Public Places reserve
account in the Cultural Services and Facilities Fund, for use in the acquisition or leasing of works
of art;maintenance,repair or display of works of art;and administrative expenses related to the Art
in Public Places Program,in accordance with the Art in Public Places Guidelines adopted by Council
in Ordinance No. 47, 1998 (the "Guidelines"); and
WHEREAS,the Art in Public Places Board(the `Board")evaluated the design proposal of
artist Andrew Dufford, at its June 20, 2001, regular meeting, pursuant to the Guidelines; and
WHEREAS, based on that evaluation, the Board voted unanimously to recommend artist
Andrew Dufford's proposal of four kinetic aluminum sculptures to be mounted on the roofs of the
four bus shelters that are located in the central area of the Transit Center(the "Sculptures"); and
WHEREAS, the graphic style of the sculptures was designed to complement the existing
Transit Center bronze pavers that were also designed by Andrew Dufford; and
WHEREAS,the estimated cost to create the Sculptures, including commission of the artist,
fabrication, installation and contingency for the Sculptures, is $20,673; and
WHEREAS, those funds are available in the Art in Public Places reserve account in the
Cultural Services and Facilities Fund,and will be appropriated as part of the 2001 budget,to provide
for the artist design fees, fabrication, installation and contingency for the Sculptures; and
WHEREAS, Section 23-308 of the City Code requires that the Board's selection of the
recommended art be presented for Council review and approval,because the cost of the art exceeds
$10,000.
NOW THEREFORE BE IT RESOLVED BY THE COUNCIL OF THE CITY OF FORT
COLLINS that the Council hereby authorizes the expenditure of up to TWENTY THOUSAND SIC
HUNDRED AND SEVENTY-THREE DOLLARS ($20,673)from the Art in Public Places reserve
account in the Cultural Services and Facilities Fund for the Sculptures to enhance bus shelters in the
central area of the Transit Center project,proposed by artist Andrew Dufford,the conceptual design
of which was selected and approved by the Art in Public Places Board on June 20, 2001.
Passed and adopted at a regular meeting of the City Council held this 21 st day of August,
A.D. 2001.

The transit center kinetic sculpture project calls for 4 different sculptures relating
to the theme of transit. We will make a sculpture for each of the following themes;
Pedestrians, Bicycles, Cars, and Buses. The included imagery only depicts the bicycle
design.
The designs we are proposing are simple and elegant. Their graphic style was
specifically designed to compliment the existing Transit Center Pavers. An icon relating
to each theme will be pierced out of two aluminum discs. These discs will be aligned
with one another and rotate on two axes. Both discs will rotate on the first axis to
orient them to the wind (like a weather vane would). The second will use fins also
pierced out from the disc to make it spin slowly in the wind. As the discs spin, the
circular perforations interact to create beautiful and intricate patterns. Occasionally
they will align in such a manner to fully reveal the icon. Please see

The housing for the discs will be composed of rectangular steel tubing to match the
other structures on site. The sculptures will be mounted to the rectangular tube that
connects the 3 pillars of the bus shelters. The colors shown here are only for
demonstrative purposes. The actual colors will be chosen to compliment the bus
shelters.

V. Taft Hill Road Project
Ms. Martin presented an overview of the project. Artist, Carolyn Braaksma, presented some
background information on her other projects for members not familiar with her work. Ms. Braaksma has
been working with the design team to formulate the proposed designs she presented to the board. Ms. Smith
asked about the care of the proposed concrete walls. Ms. Braaksma mentioned that graffiti coating is
available. The concrete wall designs included root themes for the retaining walls that could be continued
onto the metal railings. The design also includes images of oversized insects. Mr. Sherman brought up the
use of the space in the tunnel on either side of the actual bike trail. Mr. Klingner mentioned that the design
probably would not continue in the tunnel because of budgetary reasons. Mr. Sherman wondered if the
budget would cover the entire proposed project. Ms. Braaksma believed the proposed design could be
completed for the budget allocated. The board had some concerns about the project not continuing inside the
tunnel. Ms. Martin stated that they would work with the project team on this issue. Ms. Braaksma said she
would continue working on her graphics and would get new drawings to Mr. Klingner and the APP staff.
Ms. Liska-Smith motioned to proceed with Carolyn's design and take it to council.

VL Andrew Dufford Project Updates
Civic Center Transit Center
Andrew Dufford updated the Board on the progress of the Transit Center project. The APP staff was
contacted by the city's Transfort Department with concerns about the artwork having moving pieces. Her
concern was that the motion might startle persons with disabilities. After a discussion with Mr. Dufford,
Transfort did not have any further concems about the current direction of the project. Dufford's assistant
Ethan presented the idea of two transportation images cut out of sheet metal that create light patterns when
rotated by the wind. Ethan presented computer animation showing the two punched metal pieces rotating
and the possible patterns created. Mr. Sherman brought up the placement of the pieces"out of reach'above
the heads of the public using the site. He suggested putting the pieces in one spot for accessibility. Mr.
Dufford was concerned about the additional cost of another pole on an already restricted budget.
Ms. Graham moved to proceed with the project with the stipulation of using car, bike, bus, and pedestrian
images on the pieces.

Fossil Creek Community Park Project
Dufford also updated the board on the progress of the 100-acre park. Mr. Dufford explained his
design of the crater that allows you to stand in the middle of the crater and still see the mountains but not the
subdivision around the park. He also shared his idea of sawing a rock in half so you walk through a 'geologic
gate' at the entry of the Time Walk. Mr. Dufford suggested the board consider the more subtle areas of the
park when sending out the Requests for Proposals because of the already busy park. Mr. Sherman urged
that the board proceed with the Requests for Proposals.

Staff distributed a written report of staff activities since the last months board meeting. Ms. Liska
Smith and Roger Sherman will not be at the next meeting.
