Items Relating to the Westchase I and II Annexations.
RECOMMENDATION:
Staff and the Planning and Zoning Board recommend adoption of the Ordinances on Second
Reading.
EXECUTIVE SUMMARY:
A. Items Relating to the Westchase I Annexation:
1. Second Reading of Ordinance No. 185, 2001, Annexing Property Known as the
Westchase I Annexation.
2. Second Reading of Ordinance No. 186,2001,Amending the Zoning Map of the City
of Fort Collins and Classifying for Zoning Purposes the Property Included in the
Westchase I Annexation.
B. Westchase II Annexation:
1. Second Reading of Ordinance No. 187, 2001, Annexing Property Known as the
Westchase II Annexation.
2. Second Reading of Ordinance No. 188,2001,Amending the Zoning Map of the City
of Fort Collins and Classifying for Zoning Purposes the Property Included in the
Westchase II Annexation.
On October 2, 2001, Council unanimously adopted Resolutions 2001-127 and 2001-128 Finding
Substantial Compliance and Initiating Annexation Proceedings for the Westchase I Annexation and
Westchase II Annexation.
On November 6, 2001, Council also adopted on First Reading, by a 6-1 vote, ordinances annexing
and zoning the properties known as the Westchase I and Westchase II annexations. The acreage and
location of the two annexation sites are as follows: The Westchase I Annexation and Zoning is
approximately 4.279 acres,and is located within and just east of the Timberline Road right-of-way,
just north of the intersection of Timberline and Trilby. The Westchase II Annexation is
approximately 157.93 acres and is located north of the current Trilby Road alignment and east of

the Westchase I Annexation. Both properties are located within the Fossil Creek Reservoir Planning
Area.
Both properties are located within the Fort Collins Urban Growth Area (UGA). According to
policies and agreements between the City of Fort Collins and Larimer County contained in the
Intergovernmental Agreement for the Fort Collins Urban Growth Area, the City will agree to
consider annexation of property in the UGA when the property is eligible for annexation according
to state law.

ACKGROUND:
This is a request for a 100%voluntary annexation. The acreage and location of the two annexation
sites are as follows: The Westchase I Annexation and Zoning is approximately 4.279 acres, and is
located within and just east of the Timberline Road right-of-way,just north of the intersection of

Timberline and Trilby. The Westchase H Annexation and Zoning is approximately 157.93 acres and
is located north of the current Trilby Road alignment and east of the Westchase I Annexation and
Zoning. Both properties are located within the Fossil Creek Reservoir Planning Area.
Both properties are located within the Fort Collins Urban Growth Area (UGA). According to
policies and agreements between the City of Fort Collins and Larimer County contained in the

consider annexation of property in the UGA when the property is eligible for annexation according
to state law.

Both properties are eligible for annexation according to CRS,requiring 1/6 contiguityto the existing
city limits:
Westchase I Annexation and Zoning complies with this standard since the property has 779.7
feet of its total boundary of approximately 4669 36 feet contiguous to the existing City limits.
This meets the minimum 778.23 feet required to achieve"lib contiguity. This contiguity occurs
through a common boundary with Keating Annexation No. 2 (May 1999).
Westchase II Annexation and Zoning complies with this standard since the property has
2,279.27 feet of its total boundary of approximately70,712.96 feet contiguous to the existing
City limits. This exceeds the minimum 1,785.49 feet required to achieve 1/6 contiguity. This
contiguity occurs through a common boundary with Westchase Annexation No. 1.
Zonine
The requested zoning for the annexations are as follows:
Westchase I Annexation and Zoning is proposed to be zoned Low Density Mixed-Use
Neighborhood (LMN). The City's adopted Structure Plan, a part of City Plan, designates the
site as Low-Density Mixed-Use Residential. A zoning designation of LMN is consistent with
the Structure Plan designation.
Westchase II Annexation and Zoning is proposed to be zoned a combination of LMN— Low-
Density Mixed Use Neighborhood zone district, and UE — Urban Estate Zone District. The
City's adopted Structure Plan,a part of City Plan,designates the site as a combination of Low-
Density Mixed-Use Residential, and Urban Estate in the same configuration as proposed. The
proposed:zoning configuration is consistent with the Structure Plan designation.
The Planning and Zoning Board Hearing
The Planning and Zoning Board recommended approval of the requested annexation and zoning on
September 17, 2001 by a vote of 6-0.
