Second Reading of Ordinance No. 161, 2002, Authorizing a Mail Ballot Election for the April 8,
2003 Regular Municipal Election.
RECOMMENDATIO :
Staff recomme ids adoption of the Ordinance on Second Reading.
EXECUTIVE SUMMARY:
This Ordinance, which was unanimously adopted on First Reading on November 5, 2002,
authorized the April 8, 2003 regular municipal election to be conducted by mail ballot, adopts the
Mail Ballot Elt ction Act of the Uniform Election Code governing mail ballot elections, authorizes
the City Clerk to submit a mail ballot plan to the Secretary of State,and establishes the polling place
for in-person v ting for the April election.

EXECUTIVE SUMMARY:
One hundred fifty thousand dollars ($150,000) is budgeted for the 2003 regular municipal election.

This Ordinance authorizes the April 8, 2003 regular municipal election to be conducted by mail
ballot, adopts the Mail Ballot Election Act of the Uniform Election Code governing mail ballot
elections, authorizes the City erk mt 1 1 1 to the Secretary of State, and
establishes the polling place in-pers votin f pri ection.
BACKGROUND:
The City of Fort Collins has used mail ballots since 1995. Voter turnout for each mail ballot election
has exceeded the turnout realized in the City's last polling place election conducted in 1993.
The City will use Larimer County's Accu-Vote 2000 election equipment and will contract with an
election vendor for a variety of services associated with the printing/mailing of TABOR notices and
ballot packages.
