Second Reading of Ordinance No. 157, 2002, Appropriating Unanticipated Revemie in the
Capital Projects Fund - Museum Entrance Capital Project and the Cultural Services and Facilities
Fund Museurn Budget for Reorientation of the Museum's Entrance Through the Heritage
Courtyard and Completion of Courtyard Improvements.
RECOMMENDATION:
Staff recommends adoption of the Ordinance on Second Reading.
EXECUTIVE SUMMARY:
With the acqu sition of the Franz-Smith Cabin in 2000, the Museum staff had an opportunity to
create a more usable space in the Heritage Courtyard and address handicapped accessibility
issues. The Revitalization Project has been set in three phases: Phase I: expansion of the
Heritage Cou tyard and acquisition of the Franz-Smith Cabin (completed 2000); Phase II:
beautification of the Courtyard including landscape and hardscape (completed 2001); and Phase
III: reorientat on of the entrance, completion of permanent elements in the Courtyard, and
restoration of the Franz-Smith Cabin. This Ordinance was unanimously adopted on First
Reading on November 5, 2002.

FINANCIAL IMPACT:
$102,000 has been donated to the City to fund the reorientation of the Museum's entrance
through the Heritage Courtyard. In August of 2002, the Fort Collins Museum staff submitted
proposals to the Don and May Wilkins Charitable Trust for $25,000 and to the Downtown
Development Authority for $ OeG

The estimated cost of the reorientation project is $86,000. While the main front staircase is
beautiful, it is an obstacle for many visitors. The new entrance will be through an existing
ground level door that all visitors can access through the Heritage Courtyard. The reorientation
includes relocating the information desk and gift shop to the lower level of the Museum. The
construction schedule has been staggered so the Museum will remain open throughout
construction.
The estimated cost of permanent elements in the Heritage Courtyard in $15,000. These
improvements include signage, benches, lighting, and security. The renovations are slated to
begin in December of 2002 and to be com leted in May of 2003.
