Foreman SUBJECT : Second Reading of Ordinance No. 154, 2002, Appropriating Prior Year Reserves Designated for Community Park Improvements in the Capital Improvement Expansion Fund for the Purpose of Constructing Ir frastructure Improvements and Acquiring Raw Water for Webster Community Park. RECOMMENDATIO : Staff recomme ids adoption of the Ordinance on Second Reading. EXECUTIVE SUMM RY: The Parks and Recreation Policy Plan adopted by City Council in 1996 specifies that community parks be devel ped throughout the city. The southeast section of the community will be served by the 54-acre Webster Community Park. Poudre School District is presently developing the New 2004 High School adjacent to the park. Cost sharing of joint infrastructure facilities with the School District will result in savings for the park. Constructing these facilities later would damage site improvements resulting in increased costs to the park. Construction f the school site grading,utilities,and roads began in the Spring of 2002.Construction of the school building will begin in the Fall and continue to the school opening date in 2004. The park is scheduled to be open in 2008. This Ordinance was unanimously adopted on First Reading on November 5, 2002. Park funding is needed at this time for: (1) the City's share of utilities, including water and sewer improvements and site electrical service at an estimated cost of $200,000; (2) construction of a school/park irrigation pond with pumping plant and shared irrigation system at an estimated cost of $300,000; (3) development of two lighted tennis courts, one lighted ballfield and associated landscaping that will be jointly used by the school and the public at an estimated cost of$400,000; and(4)road improvements on park property needed for access to the park and school at an estimated cost of$600,000. These items have a total cost to the park of$1,500,000, including contingency. ovem er , DATE: ITEM NUMBER: 13 Funding is also needed to acquire raw water for the park. This cost is estimated at about$1,000,000. Allocating funds for water at this time will allow staff to acquire water now to avoid higher costs in the future. The joint irrigation pond will be constructed as part of the school project and will be ready to receive park water when the park opens in 2008. Staff has been working with the School District on this joint site for over two years and is very pleased with this partnership. The school and park have been designed together with facilities planned for maximum benefit to the school and park users.
