AGENDA ITEM SUMMARY ITEM NUMBER: 22 DATE: November 19, 2002 FORT COLLINS CITY COUNCIL FROM • Karen McWilliams SUBJECT: First Reading of Ordinance No. 180, 2002, Designating the Emily E. and J. M. Calvert House and Garage, 32 East Mulberry Street, Fort Collins, Colorado, as a Historic Landmark Pursuant to Chapter 14 o the City Code. RECOMMENDATION: The Landmark Preservation Commission recommends adoption of the Ordinance on First Reading. At a public hearing held on September 11, 2002, the Landmark Preservation Commission unanimously recommended designation of this property as a landmark for its architectural im ortance to Fort Collins. EXECUTIVE SUMMARY: The owners of he property, Laura Thompson and Bessie and Richard Braesch, are initiating this request for Forl Collins Landmark designation for the Emily E. and J. M. Calvert House and Garage. The property is listed on the National Register of Historic Places, as a contributing element of the Laurel School Historic District. The home has architectural significance to Fort Collins as a od reflection of the changing tastes in architectural styles, materials, and techniques with n Fort Collins during the first half of the twentieth century. The garage dates to the period of si nificance, and also contributes to the property's significance. HISTORY The Emily E. a ad J.M. Calvert House was constructed at the turn of the twentieth century by local contractor Charles A. Button. Working closely with architect Montezuma Fuller, Button constructed maay homes and commercial buildings in the city. On July 20, .1899 Button received the ea t half of Lot 3, Block 145 from businessmen Mossman and Galbraith for $5. Immediately following this transaction, Button sold the property to Emily E. Calvert for $1,000. Emily, her bust and, J. M., and their daughter, Eva, remained in the home for only a few years. By 1904, the hc me had been sold to John B. and Margaret Skinner, beginning a long history of quick transactions of this property. Since its construction, the home has seen at least ten different owner . In 1925, the Sanborn Fire Insurance Company map indicates that the house had only a front porch, facing Mulberry Street. In 1931, Mrs. Christensen acquired a building permit to remodel a bedroom. In 941, Gilbert Betts remodeled a porch for $200. By 1948, the Assessor's records show that the front porch had been removed and the original entrance enclosed to create interior closet space. A new entrance was constructed on the west elevation, with a small hood over a concrete stoop. Windows on the east side were modified, and additional windows added. Also, a shed roof add tion, measuring approximately 12 feet by 24 feet and a rear porch were built on the south elevat on. These alterations all occurred prior to 1948. Since that time, the hood over the entry door has been removed, and a chimney has been added to the west elevation. A covered woodea deck is now located at the rear of the house, presumably replacing the 1940s November 22 DATE: ITEM NUMBER: 9 wood porch. The house has been fairly extensively remodeled, but nearly all of the alterations occurred more than fifty years ago. For this reason, the home is a good reflection of changing tastes in architectural styles, materials, and techniques within Fort Collins during the first half of the twentieth century. . ORDINANCE NO. 180, 2002 OF THE COUNCIL OF THE CITY OF FORT COLLINS DESIGNATING THE EMILY E. AND J. M. CALVERT HOUSE AND GARAGE, 321 EAST MULBERRY STREET, FORT COLLINS, COLORADO, AS A HISTORIC LANDMARK PURSUANT TO CHAPTER 14 OF THE CODE OF THE CITY OF FORT COLLINS WHEREAS, pursuant to Section 14-2 of the City Code, the City Council has established a public policy encouraging the protection,enhancement and perpetuation of historic landmarks within the City; and WHEREAS, by Resolution dated September 11, 2002, the Landmark Preservation Commission (the "Commission") has determined that the Emily E. and J. M. Calvert House and Garage have architectural importance to the City, as an example of the evolution of architectural styles,materials and techniques within Fort Collins during the first half of the twentieth century;and WHEREAS,the Commission has further determined that said property meets the criteria of a landmark as set forth in Section 14-5 of the Code and is eligible for designation as a landmark,and has recommended to the City Council that said property be designated by the City Council as a landmark; and WHEREAS, the owners of the property have consented to such landmark designation; and WHEREAS, such landmark designation will preserve the property's significance to the community; and WHEREAS, the City Council has reviewed the recommendation of the Commission and desires to approve such recommendation and designate said property as a historic landmark. NOW, THEREFORE, BE IT ORDAINED BY THE COUNCIL OF THE CITY OF FORT COLLINS as follows: Section 1. That the property historically known as the Emily E. and J.M.Calvert House and Garage,located on lands in the City of Fort Collins,Larimer County,Colorado,described as follows, to wit: East Half of Lot 3, Block 145, City of Fort Collins also known as 321 East Mulberry Street is hereby designated as a historic landmark pursuant to Chapter 14 of the Code of the City of Fort Collins. Section 2. That the Secretary of the Interior's standards and guidelines for the treatment of historic properties will serve as the standards by which alterations, additions and other changes to the buildings and structures located upon the above described property will be reviewed for . compliance with Chapter 14, Article III, of the Code of the City of Fort Collins. BACKGROUND: Staff presents for your consideration the landmark designation of the Emily E. and J. M. Calvert House and Garage,321 E. Mulberry Street. The property is listed on the National and State Registers of Historic Places, as a contributing element of the Laurel School Historic District. The home is a modified example of an early cross gabled vernacular wood frame dwelling in Fort Collins,constructed by contractor Charles A. Button. The garage dates to the period of significance,and contributes to the property's architectural character. History-The stylistically austere home was constructed at the turn of the twentieth century by local contractor Charles A. Button. Button moved to Fort Collins in 1895. Working closely with architect Montezuma Fuller,Button constructed many homes and commercial buildings in the city. Button . received the east half of Lot 3, Block 145 from businessmen Mossman and Galbraith on July 20, 1899. The selling price of$5 may have reflected a settlement of funds owed,as immediately following this transaction,Button sold the property to Emily E. Calvert for$1,000. Emily,her husband,J. M.,and their daughter, Eva, remained in the home for only a few years. By 1904,the home had been sold to John B. and Margaret Skinner. Mr. Skinner was the brother of Dr.J. W. Skinner,minister of the Presbyterian Church. Soon after purchasing the property,the Skinners built a barn for$250 at the rear of the lot. The Skinners sold the house circa 1908 to Samuel and Henrietta Eaton,who in turn sold to S. W.Morris by 1913. By 1922, the home was likely owned by Daniel Christensen,a contractor,and Mrs. Mary Christensen. Apparently,the home became a rental, and in 1924 was occupied by Mr. and Mrs.C. M. Lawrence,then by L.H. Huffman and J. E. Weinrich in 1927. In 1933,Joseph E. Oyler rented the home. By 1940, the Christensen had sold the house,which now belonged to Gilbert L.Beets or Betts. In 1948, ownership of the property belonged to John and Azalea M. Menter,followed in quick succession by J.W. and Mary Eckert,then Samuel and May E. Combs. Mulberry Street, Fort Collins,Colorado. While the house likely retains sufficient integrity to render it eligible for designation as contributing to a district, it is questionable if the house has sufficient integrity to qualify for designation on its own merits as a Fort Collins Landmark. The house has been significantly altered,compromising its ability to reflect the intentions of the original builder. It also does not retain sufficient integrity to accurately portray an architectural style. Additionally,the home is not historically important. No known historically significant events occurred at this location,and the people associated with the property made no notable contributions to the history of Fort Collins during the time they occupied the home. The house does represent the evolution over time of a typical house,with alterations dictated by the changing perceptions of style and space needs; however, it is one of thousands of Fort Collins residences sharing this same attribute. Block 1451 Following is a chronological narrative of the history we have discovered about our house. We believe that Charles A. Button built the Calvert house sometime between 1899 and 1902. Charles Button became a resident in Fort Collins in 1895 and built numerous homes and commercial buildings in the following years. Of particular interest is the work he did with M.W.Fuller at the Mosman and Galbraith business block and how the timing works out with the sale of the lot that the Calvert House was built on. 1895 December 26,Forrt Collins Courier. Verification that Charles A. Button has been a resident in Fort Collins for the past year. June 13,Fort Collins Courier. Verification that work on the Mosman and Galbraith block is in progress. 1896 January 2,Fort Collins Courier. Verification that Charles A. Button and M.W. Fuller work together as builder and architect on a$5,000 project for Mosman and Galbraith in the Mosman and Galbraith business block.This information is listed after the work began because it is in the customary year-end building summary. As is common knowledge,M.W.Fuller was the fast licensed architect in Fort • Collins. April 16, 1896,Fort Collins Courier. Verification that work is being completed on the Mosman&Galbraith block. 1897 There is a photograph of the Mosman and Galbraith block at 116& 118 N. College (library reference#h05836).The Galbraith Grocery store is in the middle and E.J. Gregory Insurance is on the left.E.J.Gregory also sold real estate.There are numerous photographs of his home at the Northwest comer of Mulberry and Matthews(across the street from the Calvert House). The Gregory's home has apparently been moved to Windsor.The Gregory family later became friends with Reverend J.W. Skinner who became the pastor of the Presbyterian Church located at the Southeast comer of Matthews and Mulberry. There is a great photograph of the Reverend on vacation with the Gregory's in 1905. Reverend Skinner's brother later lived in the Calvert House. 1898 June 23, Fort Collins Courier. Mosman&Galbraith had a dissolution sales advertisement for their grocery store in the Fort Collins Courier. 1899 January 5, Fort Collins Courier. Chas A.Button is again listed as a contractor and builder in the Fort Collins Courier. June 1,Fort Collins Courier. Galbraith's New Grocery is announced and advertised in the Fort Collins Courier.It is in the same location. July 20,Fort Collins Courier. Mosman and Galbraith sold the east half of lot 3, block 145 to Charles A.Button for$5. We believe the timing of the dissolution sale, opening of the new grocery store, and work that Button did for Mosman and Galbraith suggests that Button may have been given the lot at a drastically reduced price in exchange for his work.Mosman and Galbraith may have endured slow cash flow for a time. We are unsure of the typical price of land in 1899. July 20,Fort Collins Courier. Charles A.Button sold the lot(or the lot and a promise to build a house?)to Emily E. Calvert for$1,000.This listing occurred on the same day directly under the listing where Button bought the land.We also thought it was interesting that a woman bought the land.This must have been a fairly rare occurrence during this time period. 1902 City Directory.J.M. and E.E.Calvert are listed as the residence at 321 East Mulberry in the City Directory. 1902. His occupation was a stockman.A relative named Eva S.Calvert also lived with them and was listed with student as her occupation.We have been unable to locate building records between 1899 and 1902 that directly say who built the Calvert House. We are assuming that is was Button since he sold the lot to E.E. Calvert and was also a builder. Also,in the Fort Collins History Archives,the parcel number that corresponds with 321 East Mulberry is listed as the J.M. Calvert House (parcel#9713207004).No further information is given about how this title was assigned. Fort Collins Courier. W.E. Brand build a 4 room cottage on East Mulberry for $500. The information does not say what address. He is another possible builder. Fort Collins Courier.Rev. J.W. Skinner first visits Fort Collins to see if he will accept the position of Pastor at the Presbyterian Church. He graduated from Princeton Theological in seminary in 1883. Fort Collins Weekly Courier,February 13. Dr. Skinner preaches his first sermon at the Presbyterian church. Fort Collins Weekly Courier,May 7. Dr. Skinner is installed as the Pastor at the church. 1904 Fort Collins Weekly Courier,February 17. Button is again listed as building six new homes on W.Mountain. Fort Collins Weekly Courier,March 23. Mrs.E.E. Calvert purchased the millinery stock that belonged to Mrs.Whitton. She began her own business and held an open house at the Masonic temple building. Although she had already moved from the Calvert house,it seems that she is a progressive woman. She purchased her own home and began a business within six years. Coincidentally, . before I knew about Emily Calvert, I decorated the Calvert House with antique women's hats I found in a round hatbox that had belonged to my Grandmother. City Directory.J.M. and E.E. Calvert are listed as the residents at 406 W. Laurel Street. Fort Collins Weekly Courier,March 26. John B. Skinner and family from Kansas moved in to 321 East Mulberry(The Calvert House). He is the brother of Dr. Skinner. Fort Collins Courier, 1904 Building Summary. J.B. Skinner built a bam at 321 East Mulberry for$250.We believe this barn still stands at the back of our property. 1905 There is a photograph of Dr. Skinner at the Fort Collins C&S Depot on LaPorte. 1906 City Directory.E.E. Calvert is listed with occupation millinery. It appears that her home address is now 702 S. College Ave. City Directory. Mrs. L.B.Wiltsee is listed as the successor to Mrs. Calvert's millinery business which seems to be located at 147 W. Mountain Avenue. • City Directory.J.B. and Margaret Skinner are listed as the residence at 321 Mulberry. 1908-1910 City Directory. Samuel and Henrietta Eaton were listed as the owners of the Calvert House. 1914 Fort Collins Morning Express,December 5.Wiltsee Millinery advertised a final season end sale. Mrs.Wiltsee had her business at 160-north College. This is now A Sense of Place. 1924 Fort Collins Express Courier,October 5. Mr. and Mrs. C.M. Lawrence occupied the Calvert House. 1925 Sanborn Fire Insurance Maps. This is the fast year I was able to see the house on the maps. It appears that at this time it only had a front porch. 1931 Mrs. Mary Christensen remodeled the bedroom for$30 according to a building permit. March 19. We are unsure which bedroom or what she did. It could have been the change made to the windows on the east side of the house or it could have been the closet that was built on the north side where the front door and porch most likely were when the house was first built. 1941 • 2 Gilbert L.Betts remodeled the porch for$200 according to a building permit. September 13. It is unclear whether this was a remodel to the front porch or the back porch. This could have been the move of the porch and front door on the north side to the west. It also could have been an additional back porch. 1948-1969 Real Estate Appraisal Card and Residential Property Card. Samuel and May E. Combs were the owners of the home for at least this period of time. May have been longer in either direction. In the 1948 photograph it is clear that there was a small stoop over the west entrance to the house.The w.i.railing was not there at this time. The sidewalk had an interesting curve towards the back of the property. The closet addition is at least as old as 1948. You can see the barn in the background. The house had wood shingles in the 1948 picture. On the 1948 drawing of the house you can see that the back porch existed at this time.The shed roof addition to the house also existed by 1948.By 1969 the roof had been replaced with asphalt shingles.By this time the house was showing sings of neglect. 1971-1984 Nothing appeared with the clerk recorder database. 1985-1993 Ed Stoner owned the house and rented it out.Nothing had changed dramatically in these years except that the condition of the home got worse. 1993 Bessie and Dick Braesch purchased the home for investment income from Ed Stoner. It has only been rented to me and one other tenant since then. Other notes: Azalia M. Menter or J.W. and Mary L Eckert were probably owners of the home sometime before 1948. I have not researched these documents at this time. I may also try to contact someone in the Combs family to see if there are pictures of the back and inside of the home. The alterations that have been done to the house over the years have been fairly minor. Most of them occurred sometime before 1948.We hope to restore the house to the 1948 and older look.
